Evaluation of Primary Education by Primary Education Inspectors within the Context of Primary Education Improvement Efforts

Abstract

The aim of this study is to find out the problems of primary education in terms of
effectiveness teachers, administrators and administration in general, based on the evaluations
of primary education inspectors; and to contribute to the improvement of teaching- learning
process. To reach this aim, a questionnaire composed of fifty six items has been prepared
and conducted on 113 primary school inspectors working in Istanbul. In data analysis,
as a statistical technique, frequency and percentile distribution of the subject have been
used. According to the obtained results, teachers and administrators are making an effort
to improve teaching-learning process, but their efforts do not seen to be sufficient. Lack of 

resources and technology, economic insufficiency, problems in curriculum development
and a lack of systematized evaluation have been elicited as areas in primary education that
need improvement.

İlköğretimi Geliştirme Çabaları Bağlamında İlköğretim Müfettişlerinin İlköğretimi Değerlendirmesi

Abstract

Bu çalışmanın amacı, ilköğretim müfettişlerinin görüşlerine göre, ilköğretimdeki
öğretmen ve yöneticileri eğitim ve öğretim süreçleri, yönetsel etkililik açılarından
değerlendirerek, eğitim ve öğretimi geliştirme çabalarına katkı sağlamaktır. Bu amaçla
56 maddelik bir anket hazırlanmış ve İstanbul’da görev yapan 113 ilköğretim müfettişine
uygulanmıştır. Verilerin analizinde istatistiksel teknik olarak frekans ve yüzdelik
kullanılmıştır. Elde edilen bulgulara göre; öğretmenlerin ve yöneticilerin eğitim ve öğretimi
geliştirme çabası içinde oldukları, ancak bu çabaların yeterli olmadığı görülmüştür.
Kaynak ve teknolojik yetersizlikler, mali sorunlar, program geliştirme sorunları ve
sistematik değerlendirme eksiklikleri gibi sorunlar, ilköğretimin iyileştirilmesi gereken
alanları olarak belirlenmiştir.
