Aim & Scope
TESAM Academic Journal is a refereed journal covering original and genuine studies on the areas of political science, public administration, economy, foreign policy, law and social sciences and published biannually (January and July) by TESAM Economic, Politic and Strategic Research Centre.
Besides hypothetical and analytical genuine studies, the Journal provides genuine compilations, short assertions, translations, and letter to the editor like writings and also it provides notes that examine current events under the name of agenda.
The main objective of the TESAM Academy is, to prepare an academic ground for both scientific studies about published issues and to create new opportunities by enabling relevant views to be shared. Also to be able to contribute to the domestic and abroad social sciences literature with the synergy composed of the ideas of writers who think differently in social sciences. Particularly to find solutions to politic, economic, environmental and socio-cultural problems of Turkish Republic by offering different scientific opinions.
Without any compromising on quality and reliability, and with its persistency, TESAM Academy Journal claims to be the one of the chief publications in the academic community.
TESAM Academy Journal desires to appeal to national and international public opinion, produce new ideas, have the structure that may be able to been a reference to every stage through decision-making mechanism employees and practitioners and become widespread.
TESAM Academic Journal is published biannually (January and July) by TESAM Center for Economic, Political and Strategic Research.
Author Guidelines
THE GENERAL FORMAT FEATURES
Font
11 point Cambria font is used for all text. Look at the related section about how to prepare the tables and figures.
Page Setup
You should leave 2.5 cm (0.98 inch) blank to the top,bottom,left and right margins of the A4 size paper. It should be full justified. There should not be a hyphen at the end of the lines
Studies should be prepared as a single column.
There shouldn’t be recesses and protrusions in the paragraphs and headings
The manuscripts should contain between 4500 and 8500 words and the page numbers must be at the bottom and in the middle.
Paragraph Structure

Line space should be 1.5.
Sectıons of the Study
Title
Article’s title should be uppercase, bold and centered on the page. If the study has already submitted or it is made from a project or thesis, etc, an explanation should be made by placing * footnote at the end of the title.
Author Names
Author names should be italicized. Author’s / authors’ full names, academic degrees, institutions in which they work and e-mail information should be specified.
Abstract and Extended Abstract
Submitted manuscripts in Turkish must have before the introduction section, the abstract both in Turkish and English, between 150 and 180 words and an extended abstract in English between 750-1000 words, summarizing the scope, the purpose, the results of the study and the methodology used. Underneath the abstracts, 3 to 5 keywords that inform the reader about the content of the study should be specified in Turkish and in English. If the manuscript is written in English, it must include an abstract only in English.
Main Text
Quantitative and qualitative studies should contain Introduction, Methods, Results and Discussion sections. The sample / Working Group, Data Collection Tools and Process subdivisions should necessariyl be situated in method section. Subdivision of model should exist only if the model is original.
Compilations should reveal the problem, analyze relevant literature with a competent way, should concentrate on the deficiencies, gaps and contradictions in the literature and should mention the steps to be taken for the solution.
The changes can be made according to type of the issue in the other studies. But you should be careful that it shouldn’t have many subsections or else so many details cause that the reader has difficulties about taking advantage of the text.
Bibliography
The writing rules that are specified in a book,Publication Manual of the American Psychological Association (APA) (6th edition) published by American Psychological Association, should be applied both in the text and bibliography.
TABLES, FIGURES AND APPENDIX
Tables, Figures
Elements like tables, figures, pictures, graphics etc. should be included in the text. They shouldn’t be placed additionally at the end of the study.
10 point, Cambria and regular font is used in the tables and figures except general template.
The resource section is under the chart, 9 point Cambria font is used.
In paragraph tab,recess section;
before and after space 0 pt,
line spacing should be single.
The titles should be left justified, bold and written by putting in order with number. (For instance “Chart 1” or “Figure 5” ...)

TITLE SYSTEM
Title Formation
All title’s words’ initial should be capitalized. (words like and, with, also should be written in small letters all the time )
Table’s and figure’s titles should be arranged according to these rules.
Basic Titles
The title of the study and basic headings (Methods, Results, Discussion) should be written center justified and bold.
First Level Title
It should be written left justified and bold. It should be seperated with one-line gap from the previous paragraph.
Second Level Title
It should be written left justified, bold and italicized . It should be seperated with one-line gap from the previous paragraph.
Third Level Title
It should be written left justified, bold and italicized . There should be colon at the end of it and the paragraph should continue from the title’s alignment. It should be seperated with one-line gap from the previous paragraph.
Fourth Level Title
It should be written left justified and italicized. There should be colon at the end of it and the paragraph should continue from the title’s alignment. It should be seperated with one-line gap from the previous paragraph.
It isn’t recommended that you create more titles than five levels.
Tables and Figures’ Titles
Tables and Figures’ statements ( like Table 1, in Figure 1) should be bold.
The titles of tables and figures should be italic.
USE OF REFERENCE

You should use “and” instead of & symbol between authors in citations.

OTHER ISSUES
Emphasis
Bold shouldn’t be used in the text except for basic variables in titles, tables and figures. The points that required to be highlighted should be italicized or you should use opening and closing quotation marks [“”] .
Direct Quotes
Direct quotes should be written 11 point,italics, left and right indented as regards normal text.
Ethical Principles and Publication Policy
Journal of TESAM Academy is committed to upholding the highest standards of publication ethics and pays regard to Principles of Transparency and Best Practice in Scholarly Publishing published by the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Open Access Scholarly Publishers Association (OASPA), and the World Association of Medical Editors (WAME) on https://publicationethics.org/resources/guidelines-new/principles-transparency-and-best-practice-scholarly-publishing
All parties involved in the publishing process (Editors, Reviewers, Authors and Publishers) are expected to agree on the following ethical principles.
All submissions must be original, unpublished (including as full text in conference proceedings), and not under the review of any other publication synchronously. Each manuscript is reviewed by one of the editors and at least two referees under double-blind peer review process. Plagiarism, duplication, fraud authorship/denied authorship, research/data fabrication, salami slicing/salami publication, breaching of copyrights, prevailing conflict of interest are unnethical behaviors.
All manuscripts not in accordance with the accepted ethical standards will be removed from the publication. This also contains any possible malpractice discovered after the publication. In accordance with the code of conduct we will report any cases of suspected plagiarism or duplicate publishing.
Research Ethics
The journal adheres to the highest standards in research ethics and follows the principles of international research ethics as defined below. The authors are responsible for the compliance of the manuscripts with the ethical rules.
- Principles of integrity, quality and transparency should be sustained in designing the research, reviewing the design and conducting the research.
- The research team and participants should be fully informed about the aim, methods, possible uses and requirements of the research and risks of participation in research.
- The confidentiality of the information provided by the research participants and the confidentiality of the respondents should be ensured. The research should be designed to protect the autonomy and dignity of the participants.
- Research participants should participate in the research voluntarily, not under any coercion.
- Any possible harm to participants must be avoided. The research should be planned in such a way that the participants are not at risk.
- The independence of research must be clear; and any conflict of interest or must be disclosed.
- In experimental studies with human subjects, written informed consent of the participants who decide to participate in the research must be obtained. In the case of children and those under wardship or with confirmed insanity, legal custodian’s assent must be obtained.
- If the study is to be carried out in any institution or organization, approval must be obtained from this institution or organization.
- In studies with human subject, it must be noted in the method’s section of the manuscript that the informed consent of the participants and ethics committee approval from the institution where the study has been conducted have been obtained.
Author Responsibilities
It is authors’ responsibility to ensure that the article is in accordance with scientific and ethical standards and rules. And authors must ensure that submitted work is original. They must certify that the manuscript has not previously been published elsewhere or is not currently being considered for publication elsewhere, in any language. Applicable copyright laws and conventions must be followed. Copyright material (e.g. tables, figures or extensive quotations) must be reproduced only with appropriate permission and acknowledgement. Any work or words of other authors, contributors, or sources must be appropriately credited and referenced.
All the authors of a submitted manuscript must have direct scientific and academic contribution to the manuscript. The author(s) of the original research articles is defined as a person who is significantly involved in “conceptualization and design of the study”, “collecting the data”, “analyzing the data”, “writing the manuscript”, “reviewing the manuscript with a critical perspective” and “planning/conducting the study of the manuscript and/or revising it”. Fund raising, data collection or supervision of the research group are not sufficient roles to be accepted as an author. The author(s) must meet all these criteria described above. The order of names in the author list of an article must be a co-decision and it must be indicated in the Copyright Agreement Form. The individuals who do not meet the authorship criteria but contributed to the study must take place in the acknowledgement section. Individuals providing technical support, assisting writing, providing a general support, providing material or financial support are examples to be indicated in acknowledgement section.
All authors must disclose all issues concerning financial relationship, conflict of interest, and competing interest that may potentially influence the results of the research or scientific judgment.
When an author discovers a significant error or inaccuracy in his/her own published paper, it is the author’s obligation to promptly cooperate with the Editor to provide retractions or corrections of mistakes.
Responsibility for the Editor and Reviewers
Editor-in-Chief evaluates manuscripts for their scientific content without regard to ethnic origin, gender, sexual orientation, citizenship, religious belief or political philosophy of the authors. He/She provides a fair double-blind peer review of the submitted articles for publication and ensures that all the information related to submitted manuscripts is kept as confidential before publishing.
Editor-in-Chief is responsible for the contents and overall quality of the publication. He/She must publish errata pages or make corrections when needed. Editor-in-Chief does not allow any conflicts of interest between the authors, editors and reviewers. Only he has the full authority to assign a reviewer and is responsible for final decision for publication of the manuscripts in the Journal.
Reviewers must have no conflict of interest with respect to the research, the authors and/or the research funders. Their judgments must be objective. Reviewers must ensure that all the information related to submitted manuscripts is kept as confidential and must report to the editor if they are aware of copyright infringement and plagiarism on the author’s side.
A reviewer who feels unqualified to review the topic of a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process. The editor informs the reviewers that the manuscripts are confidential information and that this is a privileged interaction. The reviewers and editorial board cannot discuss the manuscripts with other persons. The anonymity of the referees must be ensured. In particular situations, the editor may share the review of one reviewer with other reviewers to clarify a particular point.

Yıldırım DENİZ, 19 Şubat 1979 tarihinde İstanbul’da dünyaya gelmiştir. İlk, orta ve lise eğitimlerini Bursa’da tamamlayan Deniz, lisans eğitimini Ankara Üniversitesi Siyasal Bilgiler Fakültesi Siyaset Bilimi ve Kamu Yönetimi Bölümü’nde tamamlamıştır. Uludağ Üniversitesi’nde Uluslararası İlişkiler alanında doktorasına tamamlayan Deniz, 2011 yılından bu yana, “Ekonomik, Siyasal ve Stratejik Araştırmalar Merkezi – TESAM”da Başkan Yardımcılığı görevini yürütmektedir. Deniz'in çalışma alanları Türkiye-ABD İlişkileri, Amerikan Dış Politikası, Orta Doğu ve Çin çalışmalarıdır.

Doç. Dr. Burak Hamza ERYİĞİT
1978 yılında Zonguldak’ın Ereğli ilçesinde dünyaya gelen Eryiğit, İstanbul Üniversitesi Siyasal Bilgiler Fakültesi Kamu Yönetimi bölümünden 2001 yılında mezun olmuştur. Lisansüstü öğrenimine 2002 yılında Marmara Üniversitesi Sosyal Bilimler Enstitüsü Yerel Yönetimler programında başlayan Eryiğit, 2005 yılında söz konusu programı tamamlamıştır. Ardından Sakarya Üniversitesi Sosyal Bilimler Enstitüsü Siyaset Bilimi ve Kamu Yönetimi Anabilim Dalında doktora öğrenimine başlayan Eryiğit 2012 yılında bu programı bitirmiş ve lisansüstü öğrenimini tamamlamıştır.
2004 yılında kamu görevine TEDAŞ’ta başlayan Eryiğit, sırasıyla Adalet Bakanlığı, İstanbul Büyükşehir Belediyesi ve Uşak Üniversitesi’nde görev yapmıştır. Halen Marmara Üniversitesi Siyasal Bilgiler Fakültesi Yerel Yönetimler Bölümü’nde öğretim üyesi olarak görev yapan Eryiğit, 2019 yılında Yerel Yönetimler, Kent ve Çevre Politikaları alanında doçent unvanını alamaya hakanmış olup; Yerel Yönetimler kürsüsündeki akademik görevine devam etmektedir.
Lisans eğitimini Yeditepe Üniversitesi/ Siyaset Bilimi ve Uluslararası İlişkiler Bölümünde tamamlamıştır. Yüksek lisansını Marmara Üniversitesi/Ortadoğu Araştırmaları Enstitüsü’nde yapmış, "1958-1979 Yılları Arasında Irak’ta Yapılan Hükümet Darbeleri'nin Türkiye’deki Yankıları" başlıklı tezini savunarak 2008 yılında mezun olmuştur. Mezuniyetinden bir hafta sonra Marmara Üniversitesi/Sosyal Bilimler Enstitüsü’nde Muhasebe Finansman programında doktora eğitimine başlamıştır ve "Finansal Krizin İşletmelerde Muhasebe Sistemi Üzerine Etkileri" başlıklı tezi ile hem Türkiye’deki hem de dünyadaki finansal krizleri incelemiştir.
Birçok uluslararası kitap bölümü ve makalesi yayınlanmıştır. Yazmış olduğu ve editörlüğünü yapmış olduğu kitaplardan bazıları: Türk Dış Politikası 1918-1980; Uluslararası Politik Ekonomi 1; Uluslararası Politik Ekonomi: Ekonomik Krizler ve Türkiye; Uluslararası İlişkilerde Güncel Çalışmalar I-II; Uluslararası Politik Ekonomide Avrasya vb. olarak sıralanabilir.
Akademik hayatı boyunca çeşitli ülkelerde uluslararası konferanslara katılarak özellikle uluslararası politik ekonomi, endüstri 4.0 ve yapay zeka, siber güvenlik, enerji ve enerji güvenliği, yeni küreselleşme, politik risk, siyasal istikrar ve ekonomik kalkınma ikilisi, Balkanlar, uluslararası ticaret ve üretim, Kıbrıs, Karadeniz ve bölgeselleşme, güvenlik ve küresel yönetişim vb. konularda bildiriler sunmuştur.
Uluslararası ve ulusal birçok kongre, çalıştay, panel ve akademik toplantı düzenleyen Arzu AL hem ülkemizdeki hem de yurtdışındaki akademisyenleri ve araştırmacıları bir araya getirmiştir.
Uluslararası Politik Ekonomi’yi ana tema alarak çok sayıda yönettiği ve yönetmekte olduğu tez öğrencisi bulunmaktadır.
Ayrıca 2015 yılında Marmara Üniversitesi/Uluslararası Politik İktisat Anabilim Dalı Başkanı olan Arzu AL; 2017 yılında Marmara Üniversitesi/Uluslararası İlişkiler Bölümü/ Bölüm Başkan Yardımcısı olarak atanmıştır. 2018 yılında Marmara Üniversitesi/Siyasal Bilgiler Fakültesi’nde Dekan Yardımcısı olarak görev yapmış, 2019 yılında Doçent ve 2025 yılında Profesör olmuştur. 2020-2023 yılları arasında Marmara Üniversitesi/Siyasal Bilgiler Fakültesi’nde Fakülte Kurulu Üyeliği yapmıştır.

1975 yılında Ankara'da doğdu. Namık Kemal İlk ve Ortaokulu'ndaki eğitimlerini takiben, lise eğitimini Ankara Atatürk Lisesi'nde tamamladı. 1997 yılında ise Gazi Ün., İ.İ.B.F., İşletme Bölümü'nden mezun oldu.
1998 yılında girdiği Bursa Uludağ Üniversitesi (BUÜ), SBE'de İşletme YL Programı'ndaki eğitimine devam ederken, 1999 yılında AIESEC'in yurt dışı staj bursunu kazandı. Yine aynı sene, BUÜ'nün İ.İ.B.F., İşletme Bölümü'nde araştırma görevlisi olarak göreve başladı. Ardından, BUÜ, SBE, İşletme Anabilimdalı'nda 2001 yılında "sanal takımlar" üzerine hazırladığı teziyle YL derecesini aldı. YL eğitimini takiben aynı enstitüde, 2005 yılında "örgütsel değişim" konusu üzerine hazırladığı teziyle işletme doktoru unvanını aldı. Dr. Eryılmaz akademik kariyerinde ilerleyen yıllarda sırasıyla, 2009'da yardımcı doçent, 2011'de doçent ve 2017'de de profesör unvanlarını aldı.
Yoğun akademik çalışmalarına ilaveten fakültesine idari manada da hizmet etmeye gayret etti. Bu arzunun doğrultusunda, 2013-2015 yılları arasında çalıştığı fakültenin dekan yardımcısı olarak görev yaptı. Aynı dönemlerde üniversitenin "İ.İ.B.F." ve "İnegöl İşletme" fakültelerinin yönetim kurullarında da yer aldı.
Akademik bilgi ve tecrübesini ileriye taşıma arayışlarının neticesinde, 2017-2018 döneminde, bir yıl süreyle, "TÜBİTAK 2219 Yurt Dışı Doktora Sonrası Araştırma Bursu"yla İsveç'in Göteborg Ün., Göteborg Araştırma Enstitüsü'nde, Prof.Dr. Barbara Czarniawska nezaretinde "Bilginin Çevirisi Kuramı" üzerine araştırmalar yürüttü.
Dr. Eryılmaz 2009'dan bu yana BUÜ'de; lisans, YL ve doktora düzeylerinde dersler vermektedir. Ayrıca, geçmişte de Beykent Ün., İstanbul Ticaret Ün., Okan Ün. vb. muhtelif vakıf üniversitelerinde YL düzeyinde "Stratejik Yönetim" ve "Takım Çalışması ve Liderlik" dersleri vermiştir.
Son olarak; Dr. Eryılmaz'ın ilgi alanları "Dijital Dönüşüm", "Stratejik Yönetim", "Örgüt Kuramları" ve "Araştırma Teknikleri"dir. Kendisinin bu alanlarda 30'a yakın bilimsel makalesi, 20'ye yakın kitap bölümü, uluslararası ve ulusal kongrelerde sunulmuş 50 civarında tebliği vardır. Dr. Eryılmaz ayrıca 2015 yılında Ekin Yayınevi'nden çıkan "İşletme: Kuram ve Pratik", 2021 yılında Nobel Yayıncılık tarafından basılan "Dijital Dönüşümü İşletme Biliminin Gözlükleriyle Anlamak" kitaplarının editörlüğünü üstlenmiştir. Kendisi bir tanesi TÜBİTAK 1001 projesi olmak üzere, 5 bilimsel projede yürütücü-araştırmacı olarak yer almıştır. Halen "TESAM Akademi" ve "Uluslararası Yönetim Akademisi" dergilerinin alan editörlüğünü üstlenmekte ve "Başkent Ün. YAD"ın ise editörler kurulunda hizmet vermektedir.
Prof. Dr. Önder Kutlu was born in Ankara (1967). Obtained his BA degree at Ankara University, FPS, Public Administration Department (1990), MA and PhD degrees (with the financial support of the HEC) at Exeter University, Department of Politics in 1996 and 2001 respectively. Worked two years as tutor at Exeter University and six months as EAL Teacher at Devon County Council in the UK; lecturer at Niğde (2002) and Selçuk Universities (2002-2015) before attending Necmettin Erbakan University in 2015. Acquired academic titles: Associate Professorship (2005) and Professorship (2011). Served at several administrative and academic posts as head of department, adviser to rector, Erasmus and external relations coordinators, and members of countless commissions and councils at Selçuk University. Was appointed as Vice-rector and dean (Law and Political Science Faculties) at Necmettin Erbakan. Accumulated experience in various administrative and academic positions at the HEC, IUB and HEQC. Önder Kutlu has performed advising responsibilities at ministries, local governments (metropolitan & district municipalities, Provincial Special Administration) as well as professional associations (Chamber of Industry and Agriculture). Was a member of National Bologna Team (2008-2009). Took part in the preparation of Turkish Higher Education Qualifications Framework and Basic Area Competencies (2008-2010). Project experiences include EU and UN supported programs and nationally funded projects (i.e. Prime ministry, ministry, governorship, local government, professional association, development agency and university) as project director, coordinator and adviser. His academic interests are public policy, reform, policy transfer, local governments, institutional capacity and civil society. Has written eight books and numerous articles in the field. Married and has four children.
1993–1997 yılları arasında Bursa Uludağ Üniversitesi İİBF Uluslararası İlişkiler Bölümü’nde lisans, 1997–2000 yılları arasında da İstanbul Üniversitesi SBE Uluslararası İlişkiler Anabilim Dalı’nda yüksek lisans eğitimini tamamlayan ÖZDAL, “Avrupa Güvenlik ve Savunma Politikası ve Türkiye” konulu tezi ile Bursa Uludağ Üniversitesi SBE Uluslararası İlişkiler Anabilim Dalı’nda doktor unvanını almıştır.
Ocak 2011’de Siyasi Tarih alanında Doçent unvanını alan Barış ÖZDAL, Ağustos 2016’dan itibaren Bursa Uludağ Üniversitesi İİBF Uluslararası İlişkiler Bölümü Siyasi Tarih Anabilim Dalı’nda Profesör öğretim üyesi olarak görev yapmaktadır ve Anabilim Dalı Başkanlığını yürütmektedir.
Diplomasi Tarihi, Dünya Tarihi, Avrupa Güvenliği, Türkiye-Avrupa Birliği İlişkileri, Uluslararası Göç ve Nüfus Hareketleri, Türkiye-Ermenistan İlişkileri ile Kıbrıs Sorunu üzerine ulusal ve uluslararası düzeyde çok sayıda makale, bildiri ve kitap bölümü tarafından yayımlanmıştır.
Murat Şentürk, a sociologist of urban studies, is Associate Professor at Istanbul University. He received a Sociology MA [Life Strategies of the Indigent: The Districts of Küçük Mustafa Paşa and Balat (Istanbul) as Cases in Point] and a Ph.D. [Urban Intervention in The City of Istanbul] from Istanbul University, Department of Sociology. In 2013, he was Visiting Scholar at the City University of New York (USA) The Graduate Center (Center for Place Culture and Politics). In the 2022-2023 academic year, he carried out his research titled "Creating Inclusive and Resilient Communities in the City by Volunteering", supported by TÜBİTAK, as a visiting scholar at the University of Sydney the School of Geosciences. He is the director of the Center for Sociological Research, Urban Studies, and NGO and Social Responsibility MA Program. Volunteering Academy and Be Volunteer İstanbul in Istanbul University was established by Şentürk with his friends. Şentürk, who supports different NGOs and civil initiatives in the field of volunteering, is currently continuing his active volunteering activities as a board member at the 65+ Elder Rights Association and Turkish Green Crescent Society. Şentürk is the editor of the Volunteering and Working with Volunteers book and conducted the Turkey Volunteering Research. His research projects are supported by TÜBA, TÜBİTAK, and EU, and Şentürk's current research focuses on the relationship between local governments and volunteering. He is a member of the steering committee Marmara Urban Forum (Marmara Municipality Association), the science board of the City Thought Center (by Esenler Municipality), and a member of the jury of Urban Studies Awards (by Zeytinburnu Municipality).

Kütahya Dumlupınar Üniversitesi Siyaset Bilimi ve Uluslararası İlişkiler Bölümü Öğretim Üyesi ve Devletler Hukuku Anabilim Dalı Başkanıdır. Lisans eğitimini İstanbul Üniversitesi, Yüksek Lisans eğitimini Dumlupınar Üniversitesi ve Doktora eğitimini Marmara Üniversitesi’nde tamamladı.
Doktora eğitimi sürecinde Rusya Federasyonu Hükümet Bursu ile Oryol Devlet Üniversitesi'nde bir yıl süreyle bulundu. Araştırmacı olarak bilimsel araştırma projelerinde yer aldı.

Selçuk Üniversitesi Sosyoloji Bölümünden 2002'de lisans diplomamı aldım, ardından aynı üniversitenin Sosyal bilimler enstitüsü Sosyoloji ABD'da 2005 yılında yüksek lisans ve 2011 yılında ise Doktora programından mezun oldum. Yüksek Lisans tezimi Alışveriş merkezleri ve tüketim kültürü bağlamında, doktora tezimi ise Sosyal Sermaye ve Topluluk Duyusu ekseninde hazırladım. 2011'de Dr. Öğr. Üyesi, 2017'de Doçent, 2024'de Profesör olarak unvan aldım. 2004-2020 tarihleri arasında Selçuk Üniversitesi Sosyoloji Bölümünde çalıştım. 2020-2024 yıllarında Muş Alparslan Üniversitesi Sosyoloji bölümünde çalıştım. 2024 Ekim Ayından itibaren Aksaray Üniversitesi, Sosyoloji bölümünde akademik hayatıma devam ediyorum.
Gazi Üniversitesi Uluslararası İlişkiler Bölümü lisans mezunu, Ankara Üniversitesi Uluslararası İlişkiler Bölümü yüksek lisans ve doktora programı mezunu.
1973 yılında Ağrı'da doğmuş ve 1987 yılında üniversite okumak için Bursa'ya yerleşmiştir. 1991 yılında Uludağ Üniversitesi Maliye Bölümünden mezun olduktan sonra aynı yıl Uludağ Üniversitesi Sosyal Bilimler Enstitüsü Maliye Ana Bilim Dalında yüksek lisansa başlamış ve 1994 yılında araştırma görevlisi olarak atanmıştır. 1998 yılında doktor ardından 2000 yılında Yrd.Doç. unvanını almıştır. 2001 yılında Kırgızistan İktisat ve Girişimcilik Üniversitesi Türk Dünyası İşletme Fakültesine geçici görevle görevlendirildi. Kırgızistan'da yaptığı hizmetler dolayısıyla Kırgız Devleti tarafından birçok ödüle layık görülmüştür. 2005 yılında doçentlik unvanını aldıktan sonra 2006 yılında Türkiye'ye dönmüştür. 2008 tarihinde Mali Hukuk Ana Bilim Dalı Başkanı oldu 2010 yılında Profesörlük unvanı aldı. Uludağ Üniversitesi İİBF Dekanı, Hukuk Fakültesi Dekanı ve Rektör Yardımcılığı görevlerinde bulundu. Vergi hukuku alanında yayınlanmış çok sayıda kitap ve makaleleri bulunmaktadır.

Birçok üst düzey akademik ve idari görev yapan Prof.Dr. Ragıp Kutay Karaca 2025 Ocak ayı itibariyle Beykoz Üniversitesi Rektör Yardımcılığı görevine başlamıştır. Uluslararası ilişkiler Siyasi Tarih disiplininde uzman olan Karaca, Diplomasi Araştırmaları Derneği Havacı Fenerbahçeliler Derneği başkanlıklarını yürütmektedir. Karaca, Orta Doğu Enstitüsü Orta Doğu-Asya Proje Grubu üyesi ve Avrasya Stratejik Araştırmalar ve Düşünce Platformu eğitim danışmanıdır.
Karaca, 2000 yılında Anadolu Üniversitesi Kamu Yönetimi Bölümü’nde ikinci lisans eğitimini, 2003 yılında Gebze Yüksek Teknoloji Enstitüsü Strateji Bilimleri Anabilim Dalı’nda yüksek lisans eğitimini tamamlamıştır. Doktora derecesini Gazi Üniversitesi Sosyal Bilimler Enstitüsü’nden “Soğuk Savaş Sonrası Dönemde Türkiye Cumhuriyeti-Halk Cumhuriyeti Çin İlişkileri” başlıklı teziyle almıştır.
2010-2012 yılları arasında Milli Savunma Üniversitesi Stratejik Araştırmalar Enstitüsü'nde öğretim üyesi olarak çalışan Karaca, 2012 yılında Uluslararası İlişkiler Siyasi Tarihi alanında doçentlik unvanını almıştır.
2013-2017 yılları arasında İstanbul Gelişim Üniversitesi Siyaset Bilimi ve Uluslararası İlişkiler Bölümü’nde Doçent olarak görev yapmış, Dekan Yardımcılığı ve Sosyal Bilimler Enstitüsü Müdürlüğü görevlerinde bulunmuştur. 2017-2018 yıllarında Nişantaşı Üniversitesi’nde Uluslararası İlişkiler (İngilizce) Bölüm Başkanlığı ve İktisadi, İdari ve Sosyal Bilimler Fakültesi Dekan Yardımcılığı görevlerini yürütmüştür.
2018 yılında Siyasi Tarih alanında profesörlük unvanını alan Karaca, 2018-2024 yılları arasında İstanbul Aydın Üniversitesi’nde Uluslararası İlişkiler Bölümü öğretim üyesi ve Lisansüstü Eğitim Enstitüsü Müdürü olarak görev yapmıştır. 2 Ocak 2025 tarihi itibarıyla Beykoz Üniversitesi'nde Rektör Yardımcısı ve Sosyal Bilimler Fakültesi, Siyaset Bilimi ve Uluslararası İlişkiler (İngilizce) Bölümü öğretim üyesi olarak göreve başlamıştır.
Karaca, ulusal ve uluslararası düzeyde yayımlanmış çok sayıda makalesiyle alanında önemli bir akademik birikime sahiptir ve literatüre değerli katkılar sağlamaktadır. “Dünyadaki Yeni Güç Çin: Tek Kutuptan Çift Kutba” ve “Güç Stratejisi Çin: Soğuk Savaş Sonrası Türk-Çin İlişkileri” başlıklı kitapların yazarıdır. Ayrıca “Diplomasi Tarihi I”, “Diplomasi Tarihi II”, “Diplomatic History I”, “Diplomatic History II”, “Sino-Turkey Relations: Concept, Policies, and Prospects”, “New Concepts and New Conflicts in Global Security Issues” ve “Asya’da Güvenlik Sorunları ve Yansımaları” başlıklı kitapların editörlüğünü yapmıştır. Karaca, Orta Doğu ve Asya ağırlıklı olmak üzere uluslararası ilişkiler alanında çok sayıda kitap bölümü yazmıştır.
2011-2012 akademik yılından günümüze kadar lisans, yüksek lisans ve doktora düzeyinde Diplomasi Tarihi, Türkiye’nin Siyasi Yapısı: Dönüşüm ve Krizler, Türk Siyasi Hayatı ve Siyasal Kurumlar, Uluslararası Enerji Politikaları ve Güvenliği, Güvenlik Stratejileri, Dış Politika Analizi: Çin Halk Cumhuriyeti, Asya-Pasifik’te Güvenlik Algılamaları, Çin Güç Stratejisi ve Bölgesel Politikaları gibi dersler vermektedir.
Alanıyla ilgili birçok televizyon programına katılmış olan Prof. Dr. Ragıp Kutay Karaca, uluslararası ilişkiler, diplomasi ve stratejik konular üzerine görüşlerini paylaşarak kamuoyunu bilgilendirmeye devam etmektedir. Programlarda özellikle Türk dış politikası, Orta Doğu’daki gelişmeler, küresel güç dengeleri ve bölgesel iş birliği gibi konuları ele alan Karaca, akademik bilgi birikimini anlaşılır bir şekilde aktararak izleyicilere geniş bir perspektif sunmaktadır. Halihazırda televizyon programlarına katılımını sürdüren Karaca, güncel meselelerdeki analizleriyle dikkat çekmekte ve stratejik düşüncenin toplumda yaygınlaşmasına katkıda bulunmaktadır.
Bunların yanında, Prof. Dr. Ragıp Kutay Karaca, uluslararası politika, diplomasi ve stratejik ilişkiler alanlarında derinlemesine analizler yapan bir köşe yazarıdır. 2022’den bu yana Dünya Gazetesi’nde yazmakta olan Karaca, küresel sistemin temel dinamiklerini ve uluslararası aktörlerin stratejik hamlelerini tarihsel ve analitik bir çerçevede ele alarak disiplinlerarası bir yaklaşım sergilemektedir.
