1. INTRODUCTION
This policy document sets forth the fundamental principles for the operation of the DergiPark platform, the
responsibilities of the parties, and the technical, ethical, and administrative framework of the system.
1.1 Purpose of the DergiPark Policy
The DergiPark Policy has been prepared to define the fundamental principles, rules, and responsibilities
applicable to academic journals, publishers, and users on the DergiPark platform. The Policy outlines the
principles adopted by DergiPark regarding open access, licensing, data sharing, ethical publishing, user rights,
terms of service (including journal submission and hosting), and digital preservation. The aim is to ensure that
the system operates in a sustainable, transparent manner and in line with international academic publishing
principles.
1.2 Scope of the DergiPark Policy
This policy is binding for all academic/peer-reviewed journals featured on or applying to the DergiPark platform,
as well as the publishers, editorial teams, authors, reviewers, and all users of the infrastructure of these
journals. All stakeholders agree and undertake to comply with the provisions of this policy document.
Additionally, this Policy Document is an annex and integral part of the DergiPark Participation Agreement.
2. DEFINITIONS AND ABBREVIATIONS
Definitions of some basic concepts mentioned in the document are provided below:
Open Access: Making scientific content available for free access without legal, technical, or
financial barriers,
SPC (Scientific Publishing Coordinator): The person authorized by the publisher who, within the
scope of DergiPark, undertakes the duties and responsibilities of the publisher together with the publisher, and
assumes joint and several legal liability arising from the publication.
Crossref: As a membership organization that aims to improve scientific communication, supports
open science, and is non-profit, an organization that creates a permanent and reusable scientific record by
linking research objects together,
DergiPark Participation Agreement: The agreement between TÜBİTAK ULAKBİM and the journal
publisher, which entered into force with an electronic signature,
Committee of DergiPark: The advisory group, comprising academics with experience in academic
publishing, was established to evaluate the DergiPark system and administrative rules.
Service of DOI (Digital Object Identifier): The article identification service is provided free
of charge to journals that meet certain criteria under the Crossref sponsor institution agreement,
Diamond Open Access: The model in which scientific content is published as open access without
any fees being paid by authors or institutions,
ISSN (International Standard Serial Number): The international standard number used for
periodicals,
User: the person who registers for the DergiPark system with an email account,
The Role of User: Defined roles for granting users access permissions to specific pages,
PDPL: Law No. 6698 on the Personal Data Protection,
Reader: A person who accesses academic content made available through the DergiPark platform as
open access, who can read and download this content,
ORCID (Open Researcher and Contributor ID): The unique digital identifier used to correctly
attribute the work of scientists and researchers,
ROR ID (Research Organization Registry ID): The unique institutional identification number that
enables the global identification of research institutions,
TÜBİTAK: The Scientific and Technological Research Council of Türkiye,
ULAKBİM: National Academic Network and Information Center,
ULAKBİM Journal Systems (UJS): The system developed and continuously updated by TÜBİTAK ULAKBİM
to conduct editorial processes in accordance with international academic publishing standards,
Publisher: The legal or natural person authorized to publish the journal,
Publication Model: The timing and order in which the journal publishes its content,
3. BASIC PRINCIPLES AND SERVICE STANDARDS
3.1 Basic Principles
All stakeholders of the DergiPark platform agree and undertake to comply with the following principles that apply
to them:
3.1.1 Transparency: The journal should present basic information such as ISSN, publisher,
article review process, fee policy, ethical rules, and contact information on its pages; TÜBİTAK ULAKBİM should
present the Application and Hosting Rules in a clear, understandable, and accessible manner.
3.1.2 Compliance with Standards: The parties must comply with national and international
academic publishing standards (metadata, DOIs, ORCID, ROR IDs, etc.).
3.1.3 Timeliness: Journals must publish in accordance with the publication model they present
via the application form or journal management panel. DergiPark is responsible for ensuring the system remains
up to date with developments in academic publishing.
3.1.4 Updating and Compatibility: Stakeholders should keep up with developments in digital
publishing and adapt to new systems and standards.
3.1.5 Ethical Publishing: Stakeholders must comply with national and international standards
regarding research and publication ethics.
3.1.6 Open Access: Journals featured on the DergiPark platform must make their scientific
content publicly and freely accessible.
3.1.7 Personal Data Security and Privacy: The parties are obligated to protect users' personal
data in accordance with applicable legislation, primarily the PDPL.
3.1.8 Accessibility and Sustainability: Published content should remain accessible over the long
term and be preserved in accordance with digital archiving principles.
3.1.9 Impartiality: DergiPark is responsible for ensuring objectivity and impartiality in the
evaluation of all applications within the scope of its services; journals are responsible for ensuring
objectivity and impartiality in the selection of academic content.
3.1.10 Inclusiveness: DergiPark welcomes academic disciplines and institutional diversity. It is
obligated to support the equal, inclusive, and fair representation of all stakeholders within the scope of the
Diamond open access action plan.
3.2 Service Standards
DergiPark adopts the following support and approaches regarding the platform's operation:
3.2.1 Infrastructure and Accessibility: It aims to implement technical regulations to support
the platform’s operation with a secure, accessible infrastructure.
3.2.2 Hosting Service: It aims to provide hosting opportunities for journals that meet the
Application and Hosting Conditions, while any actions regarding non-compliant journals are taken within the
framework of the DergiPark Participation Agreement.
3.2.3 Manuscript Process Management: It provides suitable workflows and technical tools to
manage the processes from article acceptance to publication in journals.
3.2.4 System Updates: It aims to develop the system in line with electronic publishing standards
and user needs.
3.2.5 Protection of Personal Data (PPD): It supports the confidentiality of the article
evaluation process by implementing the necessary technical and administrative measures in compliance with the
PDPL.
3.2.6 Support for Ethical Processes: Promotes compliance with ethical principles in editorial
processes and provides supportive system tools.
3.2.7 Charges: Free service is provided to non-profit journals that adopt the diamond open
access model.
3.2.8 Harvesting: It supports sharing open-access article metadata with national and
international systems via established technical protocols.
3.2.9 Infrastructure Support for Indexing: It supports journals in meeting the technical
infrastructure requirements for national and international indexing applications, but does not act as an
intermediary in the application process.
3.2.10 Digital Archiving: It aims to provide a technical environment for the long-term digital
archiving of journal content. All DergiPark data is stored in a secure digital archive system that is closed to
user access and made available only when needed.
3.2.11 Training and Technical Support: DergiPark provides training, informational materials, and
guidance documents to ensure the effective and correct use of the system by all stakeholders. It aims to respond
to technical support requests received through the DergiPark Help Desk (DHD) to the extent possible. DergiPark
does not interfere with the content or operation of journals.
3.2.12 Sustainability and Transparency: It aims to support the platform's sustainability by
sharing system history and specific statistics.
4. RESPONSIBILITIES OF THE PARTIES
4.1 User
4.1.1 The User registers with the DergiPark system solely in their own name, using valid,
verifiable contact information, and declares and guarantees the accuracy of the information they provide.
4.1.2 After registration, DergiPark automatically creates a profile page for each user. The
accuracy and currency of profile information are the responsibility of the user.
4.1.3 Creating fake accounts, providing misleading information, or performing transactions using
another person's personal data will result in legal and ethical liability for the User. In the event that such
situations are detected, DergiPark shall not be held liable but reserves the right to suspend or delete the
relevant account or report it to the necessary authorities.
4.1.4 After approving the information text regarding the protection of personal data under the
PDPL, the explicit consent statement, and the DergiPark Policy Document through the system, the User begins
using the DergiPark platform.
4.1.5 The user accesses the system with permissions appropriate to their defined role (author,
editor, reviewer, SPC, etc.) and uses these permissions appropriately and responsibly.
4.1.6 Users must use DergiPark solely for scientific and academic purposes; they must not engage
in advertising, objectionable content, misleading sharing, or other behavior that disturbs other users.
Responsibility for such violations lies with the User, and DergiPark bears no responsibility. DergiPark may
close the user account without warning in the event of such violations.
4.1.7 Upon commencing use of the DergiPark system, the user shall be deemed to have read,
understood, and accepted all terms and obligations set forth in this policy. This document constitutes a binding
agreement between the User and DergiPark.
4.2 Publisher
4.2.1 The Publisher/SPC, after completing the DergiPark Publisher Application and subsequent
processes, is the party that signs the Participation Agreement and handles all official relations with the
DergiPark platform.
4.2.2 The Publisher/SPC is responsible for providing all requested information on the publisher
page created by DergiPark (website, email, phone, etc.) in full and accurate detail, and for keeping it up to
date.
4.2.3 The Publisher and SPC are jointly and severally responsible for preventing ethical
violations and applying the principles of transparent publishing.
4.2.4 The Publisher/SPC is obligated to respond to notifications regarding academic publishing
sent by authors or DergiPark within fifteen (15) business days from the date of receipt of the notification. If
no response is provided, DergiPark has the authority to close the journal to access.
4.3 Journal
4.3.1 The journal is obligated to accurately and timely present basic journal information, such
as Purpose, Scope, Writing Guidelines, Ethical Principles, and Publication Policy, on pages required by
DergiPark management. This obligation is fulfilled by the editor-in-chief or editor.
4.3.2 The journal may not include written, visual, or audio content unrelated to advertising or
the scope of the journal's publication on its pages. In this context, it may not send such content to journal
users using the DergiPark infrastructure.
4.3.3 The journal is responsible for entering rich metadata into the system completely and
accurately, and ensuring that this information is consistent with the full-text content, to increase the
visibility of published academic content at national and international levels.
4.3.4 The journal is obligated to publish in accordance with the publication model featured on
its homepage.
4.3.5 The journal is responsible for ensuring that all team members involved in the academic and
administrative publication process communicate with their counterparts in a neutral, open, respectful, and
effective manner.
4.3.6 The journal is required to specify the licenses it prefers on the journal page as part of
its open-access publication policy.
4.3.7 The use of digital preservation services is at the journal’s discretion.
4.3.8 The journal is obligated to adhere to ethical publishing principles on the DergiPark
platform. This obligation is fulfilled by the Editor-in-Chief and the Editor. In this context, the
Editor-in-Chief must follow national and international publishing regulations and ethical principles.
5. SCOPE AND TERMS OF SERVICE
5.1 Journal Submission Requirements
Journal submissions are made by the journal publisher through the scientific publishing coordinator. Detailed
information regarding submission requirements can be found on the Journal Application Requirements page.
5.2 Journal Hosting Service and Terms and Conditions
Journals must comply with the DergiPark Policy Statement and Journal Hosting Terms and Conditions. Journals that
do not comply with these terms and conditions may have their hosting service terminated by DergiPark.
5.3 Support through the Publication Process
5.3.1 Technical infrastructure is provided throughout the process from article submission to
journal publication.
5.3.2 DOI services are provided to journals that meet the criteria announced on the DergiPark
DOI Service page under the DergiPark Sponsorship Agreement.
5.3.3 DergiPark does not interfere with content review, article evaluation, and ethical
decision-making processes.
5.4 User Support and Feedback
5.4.1 The DergiPark Help Desk provides support for system issues and usage. All complaints and
correspondence should be submitted through the DergiPark Help Desk. There is no obligation to respond to
requests submitted through any other channel regarding the use of the DergiPark platform.
5.4.2 Feedback is taken into account in system development processes.
5.4.3 The responsibility for communicating with users about complaints lies with the publisher
and editor; DergiPark has no obligation to address such complaints.
5.5 Harvesting and Exporting
5.5.1 Open access article metadata is shared with national and international databases through
specified technical protocols.
5.5.2 The rich metadata for published academic content is available in different formats via the
export feature.
6. ETHICAL PRACTICES
DergiPark promotes compliance with international standards to ensure the sustainability of ethical publishing and
expects all stakeholders to adhere to ethical principles:
6.1 Publication Ethics: National and international standards regarding research and publication
ethics must be adhered to.
6.2 Ethical Responsibility: The journal is responsible for addressing any instances of
plagiarism, data fabrication, conflicts of interest, and similar issues that may arise during the article review
and publication process, and for taking the necessary action. TÜBİTAK ULAKBİM reserves the right to initiate
legal proceedings should it be determined that the DergiPark platform has been used in violation of publication
ethics.
6.3 Action in Case of Violation:
6.3.1 TÜBİTAK ULAKBİM reserves the right to immediately withdraw a journal where there are
allegations of ethical misconduct, where there are suspicions that the journal is a predatory journal, or where
it deems it necessary for administrative, financial, or legal reasons. Journals removed for these reasons cannot
reapply.
6.3.2 TÜBİTAK ULAKBİM has the authority to refer users reported for alleged ethical violations
to the TÜBİTAK Research and Publication Ethics Committee (RPEC).
7. POLICY MONITORING and UPDATES
7.1 Implementation Responsibility: All stakeholders are responsible for implementing this policy
document. When necessary, the monitoring, auditing, and revision of the policy document are carried out by
TÜBİTAK ULAKBİM with input from the DergiPark Committee.
7.2 Monitoring and Evaluation: The implementation level of DergiPark policies is monitored and
evaluated at regular intervals. Feedback, user requests, regulatory changes, and developments in academic
publishing are taken into account, and adjustments are made when deemed necessary.
7.3 Policy Updates: The policy document may be updated to reflect evolving needs. The updated
policy document text is published on the DergiPark platform, and the effective date is specified.
7.4 Entry into Force: This policy document enters into force as of version 1.0,
effective 2026-05-12. The provisions contained in this policy document shall not be applied
retroactively; new decisions and regulations shall be binding on existing users going forward.
