KAMU DİPLOMASİSİ UYGULAMALARININ İNŞASINDA METOT ARAYIŞI: AFRİKA’NIN UBUNTU FELSEFESİ ÜZERİNE BİR DEĞERLENDİRME

Öz

Hem uluslararası ilişkiler hem de iletişim disiplini içerisindeki kavramsal yaklaşımlar kamu diplomasisinin tartışma çerçevesini genişletmektedir. Uluslararası ilişkilerde güç kavramıyla kamu diplomasisi arasındaki bağlantı kavramın popülerliğini artırmaktadır. Bir devletin başka bir devletin kamuoyuyla siyasi, ekonomik ve sosyal alanlarda ilişki kurması şeklinde tanımlanabilecek kamu diplomasisinde ilgili politikaların oluşturulması ve uygulanması birbirine bağlı iki süreci gerektirmektedir. Öte yandan kamu diplomasisi politikaları ortak değerler temelinde yükselebilir. Etnik ve dini kimlik üzerinden şekillenen kamu diplomasisi daha dar çerçevede kalırken ubuntu felsefesi, kamu diplomasisi politika ve uygulamalarını daha geniş alana yayma imkanı taşımaktadır. Bu doğrultuda Afrika’nın ubuntu felsefesi kamu diplomasisi uygulamalarını inşa sürecinde işlevsel bir yaklaşım olarak görülebilir. Afrika hümanizmi şeklinde kategorize edilebilecek ubuntu; insan hakları, yardımlaşma, dayanışma, işbirliği, barış gibi değerlere dayanmaktadır. Toplumsal ilişkiler bağlamında ‘öteki’ olarak görülen ve pragmatizm odaklı batı tipi bireyselcilikle çelişen ubuntu sosyal dayanışmayı geliştirirken, tüm uluslara ve kültürlere saygılı bir uluslararası ilişkiler yaklaşımını desteklemektedir. Apartheid rejimi sonrası Güney Afrika’da toplumsal uzlaşının sağlanması hususunda ubuntu anlayışı öne çıkmıştır. Bu doğrultuda Güney Afrika’nın dış politikası da değişime uğramıştır. Nitekim Güney Afrika, güç temelli küresel sistem anlayışını eleştirerek kural temelli uluslararası sisteme yönelik vurgusuyla insani boyutu öncelemiştir. Bu çalışmada Güney Afrika örneği üzerinden ubuntu felsefesinin kamu diplomasisi uygulamaları için yöntem niteliği değerlendirilmektedir.

THE SEARCH FOR A METHOD IN THE CONSTRUCTION OF PUBLIC DIPLOMACY PRACTICES: AN EVALUATION ON AFRICA’S UBUNTU PHILOSOPHY

Öz

Conceptual approaches within both international relations and communication disciplines broaden the discussion framework of public diplomacy. The connection between the concept of power in international relations and public diplomacy contributes to the growing popularity of the term. The formulation and implementation of relevant policies in public diplomacy, which can be defined as a state’s establishing relations with the public opinion of another state in political, economic and social fields, requires two interdependent processes. Moreover, public diplomacy policies can be based on common values. While public diplomacy shaped by ethnic and religious identity remains in a narrower framework, the ubuntu philosophy has the opportunity to spread public diplomacy policies and practices to a wider area. Accordingly, the African philosophy of ubuntu can be viewed as a pragmatic and functional framework for shaping public diplomacy practices. Ubuntu, which can be categorized as African humanism, is based on values such as human rights, solidarity, solidarity, cooperation and peace. In the context of social relations, ubuntu, which contradicts western individualism, which is seen as ‘other’ and pragmatism orientated, promotes social solidarity and supports an approach to international relations that respects all nations and cultures. In South Africa after the apartheid regime, the understanding of ubuntu has come to the fore in ensuring social reconciliation. In this direction, South Africa’s foreign policy has also changed. As a matter of fact, South Africa criticised the power-based understanding of the global system and prioritised the human dimension with its emphasis on a rule-based international system. In this study, the methodological qualities of the ubuntu philosophy for public diplomacy practices are evaluated through the example of South Africa.
