Öz

Measurement and evaluation in education refer to not only measurement of the achievement but also an instructional activity. It can be suggested that measurement and evaluation enhance achievement by providing formative feedbacks and by helping instructor/test administrator pinpoint instructional deficiencies and gain insight into learning process. However, as in face-to-face teaching, such limitations as time, space and population are eminent in measurement and evaluation practices. It can be asserted that e-evaluation along with e-learning has come into prominence thanks to current technological advancements and it has become preferable because of its superior features.  Yet it is expressed in the relevant literature that online measurement and evaluation cannot be achieved by merely uploading print resources. Accordingly, instructional design processes and visual design theories should be employed to translate questions produced by experts into online environment. The primary concern of the present study is to create a storyboard for web-based evaluation activities designed in consideration of multimedia and material design principles.
