The Mediating Role of Strategic Change Skills in the Effect of Human Resources Competencies on Organizational Interactions

Abstract

Organizations operate in changing and dynamic environments; thus, they need change in order to sustain their existence and development, and these rapidly occurring changes require quite different new methods, knowledge, skills, and strategies. With the realization that advanced physical resources and technological equipment are not sufficient to provide sustainable competitive advantage; the importance of human resources, which process information and create value and difference, within the organization has begun to change. Organizational change depends on positive interaction within the organization and the transformation of employees. The best method for this is to create an organization that constantly learns and develops with human resources equipped with competencies. The aim of this study was to determine whether human resources competencies have a significant effect on intra-organizational interaction, and whether strategic change skills have a mediating role in this effect. The universe of the research consists of all employees of a public university established in 2018. The scanning model was used for this research in which the organizational culture was tried to be explained in terms of human resources competence level, strategic change skills, and organizational interaction dimensions. With the research, whether the core, functional, and managerial competence levels of the employees have positive and significant effects on strategic change skills and intra-organizational interaction was tested, and ten hypotheses were tested to determine whether strategic change skills of each competency level had a mediating role in intra-organizational interaction. Correlation, reliability, and regression analyses were performed, and then the Sobel test was performed to test the mediation effects. The analyses showed that strategic change skills and human resources competencies have an intermediary role in interactions within an organization.
