An Assessment of Azerbaijan's Scientific Productivity in Nine Key Computer Science Research Areas and Recommendations for Improvement

Öz

The assessment of scientific productivity plays a critical role in analyzing countries' academic performance, their level of development in research fields, and international scientific collaborations. In this study, Azerbaijan's scientific productivity in the field of computer science is examined comparatively with other leading countries worldwide through bibliometric methods. Various studies have been conducted in the literature examining Azerbaijan's scientific productivity in different periods and on different topics. However, no study has been found that evaluates scientific collaboration and Azerbaijan's position among other countries in the global competitive environment in a field such as computer science, which is critical for the welfare, economy, and development of societies. The analysis conducted and higher education policies developed in this study are considered to make a significant contribution to the literature on this subject. In this context, Azerbaijan's academic publications in the discipline of computer science, citation counts, publication types, the general fabric of scientific productivity in the field by institution, collaborations between researchers in the two countries and with other countries, and journal preferences are analyzed. Within the scope of the study, data on nine research areas related to computer science ( (1) Computer Science, Artificial Intelligence, (2) Computer Science, Cybernetics, (3) Computer Science, Hardware and Architecture, (4) Computer Science, Information Systems, (5) Computer Science, Interdisciplinary Applications, (6) Computer Science, Software Engineering, (7) Computer Science, Theory and Methods, (8) Health Informatics, (9) Information Science and Library Science) are analyzed using bibliometric methods and text mining methods. Publications originating from Azerbaijan were filtered based on country address information; they were then analyzed according to publication year, document type (article, conference paper, review, etc.), number of authors, number of citations, and journals in which they were published. VOSViewer and Bibliometrix (R-based) Biblioshiny library were used for bibliometric analysis, and indicators such as collaboration networks, keyword matches, and citation relationships were visualized. Text mining was performed using machine learning methods with the Python programming language. It was observed that over five million documents were produced in this field overall years. Azerbaijan was found to have produced 1,345 documents. Azerbaijan ranked 94th, following Belarus and Macedonia. It was determined that Azerbaijan has experienced a noticeable increase in the number of publications, especially in recent years, and has placed greater emphasis on international collaborations. The joint publication analysis revealed that Azerbaijan has more intensive academic cooperation with Turkey (n=356), Taiwan (n=120), China (n=97), and Iran (n=89). In conclusion, this study presents Azerbaijan's scientific productivity in computer science using a multidimensional approach. The findings provide important insights not only for the academic community but also for decision-makers developing Azerbaijan's science policies. It is believed that supporting joint projects and increasing mutual research funding is necessary to establish stronger academic ties in the future and achieve greater success in a critical and highly valuable field such as computer science.

Dokuz Temel Bilgisayar Bilimleri Araştırma Alanında Azerbaycan’ın Bilimsel Üretkenlik Açısından Durumunun Değerlendirilmesi ve Daha İyisi İçin Öneriler

Öz

Bilimsel üretkenliğin değerlendirilmesi, ülkelerin akademik performanslarını, araştırma alanlarındaki gelişim düzeylerini ve uluslararası bilimsel iş birliklerini analiz etmede kritik bir rol oynamaktadır. Bu çalışmada, Azerbaycan’ın bilgisayar bilimleri alanındaki bilimsel üretkenlikleri bibliyometrik yöntemler aracılığıyla dünyadaki diğer öncü ülkeler ile birlikte karşılaştırmalı olarak incelenmektedir. Azerbaycan’ın bilimsel üretkenliklerini farklı dönemlerde farklı konu başlıkları ile inceleyen literatürde çeşitli araştırmalar gerçekleştirilmiştir. Fakat bilgisayar bilimleri gibi toplum refahı, ekonomisi ve toplumların gelişmesi için kritik değerde olan bir alanda bilimsel iş birliğini ve küresel rekabet ortamında diğer ülkeler ile konumunu değerlendiren bir çalışmaya rastlanmamıştır. Çalışmanın gerçekleştirdiği analizler ve geliştirdiği yükseköğretim politikaları ile bu konuda literatüre önemli bir katkı sunduğu düşünülmektedir. Bu bağlamda, Azerbaycan’ın bilgisayar bilimleri disiplininde ortaya koyduğu akademik yayınlar, atıf sayıları, yayın türleri, kurumlara göre ilgili alandaki bilimsel üretkenliğin genel dokusu, iki ülkedeki araştırmacıların gerek birbiriyle gerekse diğer ülkeler ile iş birlikleri ve dergi tercihleri analiz edilmektedir. Çalışma kapsamında, 26 Temmuz 2025 tarihinde Web of Science (WoS) veri tabanından 1980-2025 yılları arasındaki bilgisayar bilimleri ile ilişkili olan dokuz araştırma alanı ((1)Bilgisayar Bilimi, Yapay Zekâ, (2)Bilgisayar Bilimi, Sibernetik, (3) Bilgisayar Bilimi, Donanım ve Mimari, (4) Bilgisayar Bilimi, Bilgi Sistemleri, (5) Bilgisayar Bilimi, Disiplinlerarası Uygulamalar, (6) Bilgisayar Bilimi, Yazılım Mühendisliği, (7) Bilgisayar Bilimi, Teori ve Yöntemler, (8) Sağlık Bilişimi, (9) Bilgi Bilimi ve Kütüphane Bilimi) üzerinden Azerbaycan adresli yayınlar bibliyometrik yöntemler ve metin madenciliği yöntemleri ile analiz edilmektedir. Azerbaycan kaynaklı yayınlar, ülke adresi bilgisi esas alınarak filtrelenmiş; ardından yayın yılına, belge türüne (makale, konferans bildirisi, derleme vb.), yazar sayısına, atıf sayılarına ve yayın yapılan dergilere göre analiz edilmiştir. Bibliyometrik analizler için VOSViewer ve Bibliometrix (R tabanlı) Biblioshiny kütüphanesi kullanılmış, özellikle iş birliği ağları, anahtar kelime eşleşmeleri ve atıf ilişkileri gibi göstergeler görselleştirilmiştir. Python programlama dili ile makine öğrenmesi yöntemleri ile metin madenciliği gerçekleştirilmiştir. İlgili alanda tüm yıllarda beş milyonun üzerinde doküman üretildiği görülmüştür. Azerbaycan’ın 1350 doküman ürettiği görülmüştür. Azerbaycan, Belarus ve Makedonya ardından 94.sırada yer almıştır. Azerbaycan’ın özellikle son yıllarda yayın sayısında gözle görülür bir artış yaşadığı ve uluslararası iş birliklerine daha fazla ağırlık verdiği tespit edilmiştir. Yapılan ortak yayın analizleri sonucunda, Azerbaycan’ın Türkiye (n=356), Tayvan (n=120), Çin (n=97) ve İran (n=89) ile daha yoğun akademik iş birliği içerisinde olduğu belirlenmiştir. Sonuç olarak, bu çalışma Azerbaycan’ın bilgisayar bilimleri alanındaki bilimsel üretkenliğini çok boyutlu bir yaklaşımla ortaya koymaktadır. Elde edilen bulgular, sadece akademik camia için değil, aynı zamanda Azerbaycan’ın bilim politikalarını geliştiren karar vericiler için de önemli ipuçları barındırmaktadır. Gelecekte daha güçlü akademik bağların kurulması ve bilgisayar bilimleri gibi kritik ve çok değerli bir alanda daha başarılı olunması için ortak projelerin desteklenmesi ve karşılıklı araştırma fonlarının artırılması gerektiği düşünülmektedir.
