World Ranking Systems in the Context of Scientific Productivity and The Current State of Universities in Turkey

Abstract

Universities develop new ideas and technologies within the ecosystem they are in, and enable the development of the talented, productive and adaptable workforce that countries need. In this way, universities try to fulfill the task they undertook for the stronger existence of countries in a global competitive environment. Universities are also in competition in this context, and there are ranking systems around the world where they are evaluated on criteria such as intellectual ability and creativity. Their position in these ranking systems helps to trigger a national debate about higher education. There are many ranking models or indexes used around the world, each with different criteria and weights for the criteria. In the national literature, there are many studies that introduce the ranking systems between world universities, reveal the place of our universities in these systems and mention the weighting of ranking indicators. However, there does not exist any study that comprehensively discusses what needs to be done in order for universities in Turkey to rank higher in these ranking systems and offers solutions and discusses with the activities of the Higher Education Council. The study, which was carried out according to the method of document analysis, is considered to be complementary and supportive in this respect.
