This explanation has been given to inform the authors who want to have their academic studies published in our journal, the valuable jury members who take part in academic promotion or associate professorship applications, and those who want to get detailed information about our journal's fee policy.

Our journal published its first issue in July 2002 and continued to be published free of charge for the first few years. Since there was no such important service as DergiPark at that time, expenses such as domainname, hosting and web page design and updating were provided by the journal editors. Our journal does not have any financial support such as advertisements, promotions or projects. Publishing was carried out entirely with the material and moral self-sacrifice of the journal editors. When it became difficult to meet the costs, a small fee was demanded from the authors. With the introduction of DergiPark in 2013, our journal was transferred to DergiPark and started to continue its publication life there. In addition, the domainname and hosting payments we received in advance have continued until today, and this service continues uninterrupted. Our journal, which has been published 4 times a year since the July 2002 issue, has published each issue on time without interruption, and since 2004 (except 2006) it has been scanned in many important indexes such as Ebsco and Sobiad, together with the TR Index.

As the journal board, we care about respect for the effort, so we cannot ignore the work of our authors, the efforts of our editors and staff, and the efforts of our referees, who sometimes re-evaluate the articles with great devotion. In this context, we provide a small financial contribution to those who contribute. We have to meet this contribution from the fees paid by our authors. In addition, as a result of the increasing difficulty of academic publishing and the change in the wage policy all over the world, the need to charge the authors has become a necessity. Necessary explanations are given under the title of “Fee Policy” on the journal page. When the page is carefully examined, it is clearly stated that as stated in the explanations of UAK, "without the condition of acceptance/rejection of the study", a fee is requested. In addition, in case of refusal of the work, a refund is given. This situation complies with the UAK application criteria. As in the statement conveyed to the members of the jury during the evaluation phase of associate professorship, the fact that the article is charged without seeking acceptance or rejection is an indication that our journal cannot be accepted as a Predatory Journal.
