Ömer Vehip ÖNEN graduated from the Faculty of Law at Çankaya University in 2011. Following his graduation, he was awarded a scholarship by the Turkish Ministry of National Education (MEB) under the YLSY program and pursued language studies in the United Kingdom between 2012 and 2014. He subsequently completed his Master of Laws (LL.M.) in International and Comparative Public Law at the University of Exeter. With the support of a TÜBİTAK international doctoral research scholarship, he served as a visiting researcher at the Institute of Criminal Law and Criminology at Maastricht University during the 2023–2024 academic year. In 2025, he was awarded the title of "Doctor" upon the successful defense of his doctoral dissertation titled “State Responsibility under the Genocide Convention: The Case of Rwanda” at the Graduate School of Social Sciences, Ankara Hacı Bayram Veli University. He is currently continuing his academic work in the Department of International Law at Ankara Yıldırım Beyazıt University.
