Dr.Cevdet Kızıl graduated from Business Administration Department of Istanbul University in 2002. Then, he earned his Master of Business Administration (MBA) and M.S. Organizational Leadership degrees from Southern New Hampshire University in 2005 and 2008 respectively. Dr.Kızıl was invited to Delta Mu Delta (DMD) International Honor Society in Business Administration for recognition of high scholastic attainment after earning his M.S. degree in 2008. He was also awarded full (100%) scholarship for the Finance and Banking Ph.D. Program of Kadir Has University in 2006 and earned his doctorate in 2009. Kızıl is also a Certified Public Accountant (CPA), Certified Internal Controls Auditor (CICA), Certified Controls Specialist (CCS), ISO27001 Lead Auditor and ISO9001 Lead Auditor. Dr.Cevdet Kızıl has several published books and articles in Turkey and internationally. His articles had also been published by popular business/management journals such as Harvard Business Review, Marketing Turkiye and PERYÖN. He currently serves as the President of Institute for Internal Controls (IIC) Turkey. Several articles of Kızıl were also published by Habertürk Newspaper through 2009-2011. He currently serves as the reviewer and editorial board member of several scientific journals. One of the international projects he participated titled "Coming Home: Reverse Migration of Entrepreneurs and Academics in India and Turkey in Light of the Chinese Experience" is funded by Research Grant Council (RGC) of Hong Kong Formerly, Dr.Kızıl worked as an accountant in Acaröz Certified Public Accountant (CPA) Office, Instructor in Istanbul University, Assistant External Auditor in Florence Nightingale Hospital, Cap Auditor and Consultant in Dekon Group, Graduate Assistant in Southern New Hampshire University, Instructor and Consultant in SET Education and Consulting Services, Teaching and Research Assistant - Ph.D. and Instructor Ph.D. in Kadir Has University, Assistant Professor of Finance and Accounting in Beykent University, Visiting Assistant Professor at University of Lodz (Uniwersytet Lodzki - Poland), Assistant Professor at Turkish Naval Forces, Visiting Assistant Professor at University of Sevilla (Universidad de Sevilla - Spain), Assistant Professor in Yalova University, Assistant Professor in Istanbul 29 Mayis University and Associate Professor in Sabahattin Zaim University. He currently serves as Associate Professor and Department Head (Chair) of Management Department in Istanbul Medeniyet University. Giresun University Journal of Economics and Administrative Sciences is an international journal and published twice a year, spring and fall. Special numbers will be issued when necessary.

This journal has been organized in the fields of finance, management organization, accounting, numerical methods, management, marketing, econometrics, labor economics, political history, international law and so on, especially in the fields of economics, business administration, political science, public administration, international relations and finance. Turkish and English articles in the fields, book introductions and criticisms and case studies are published.

Articles submitted to the journal must have not been published in another journal, not have been submitted/accepted for publication. Written and unpublished manuscripts at any scientific meeting should be marked as the meeting name, location and date footnote.

The opinions and scientific responsibilities in the articles belong to the authors or writers, and there is no relation with the journal. If the articles are accepted for publication, the journal will have all the rights of publication. If the publication of the work is decided, the authors will transfer the publishing rights to the journal.

The articles submitted to the journal are taken by the relevant editor in preliminary form and content, and it is generally decided whether they are suitable for publication in the journal and then sent to the referees. The article is sent to two judges in that area. Articles are sent to which referees are decided according to the interests. The referees are not informed about the identities of the referees who evaluate the article, and to whom the article belongs to. Referee reports are secret.

If a positive feedback is given from two arbitrators, the article is ordered to be published. In case of negative opinion from two arbitrators, the article will not be published in any form. If the two jurisdictions differ from each other, the article will be sent a third verdict; it shall be decided whether it should be published or not published according to the answer given by the third court. According to the reports from the referees, it is decided that the article should be published (accepted), corrected, added or removed (corrected) or not published (rejected).

If referees give their opinions in the direction of rectification, they should be referred to the author and requested the author to complete the necessary corrections. Corrected articles shall not be published unless corrected by the author or authors within the time specified.

The right to publish the manuscripts belongs to the journal management. Articles published in the magazine can not be reproduced in any way without the written consent of the journal management and can not be reproduced elsewhere (in print or on the internet). The author who submits articles to the journal is deemed to have accepted these principles.




Our journal covers finance, management organization, accounting, numerical methods, operation, marketing, econometrics, labor economics, political history, international law and so on, especially in the fields of economics, business administration, political science, public administration, international relations and finance. Turkish and English articles in the fields, book introductions, criticisms and case studies can be published.

Summary and keywords are required to avoid problems in adding published articles to international indexes. For this reason, the articles, sent to the journal, must include a summary of maximum five hundred (500) words in Turkish - English and a minimum of three (3) and five (5) keywords. In addition, the English title of the article should be added below the Turkish title. 1. 1.Only the first letters of words in all titles in the article should be capitalized.
2.Page structure should be 17x24 and the entire study should not exceed 25 pages.
3.The main title of the study should consist of uppercase and bold letters, only the first letters of subtitles should be uppercase and all bold letters. The author (s) should specify the name and surname on the right and must give their institution, ORCID  ID and e-mail addresses.
4.The article should be submitted in full text as a word file. Accepted formats: doc, docx, jpeg, tiff, gif.
5.The layout of the article should be as follows:
6.Times New Roman fonts should be used in the article. However, if special fonts were used during writing as a requirement of some fields, these fonts should be sent with the article.
7. Articles that do not comply with the spelling rules will not be evaluated.

The magazine uses the APA system for referencing. For this reason, the articles to be sent must comply with the following citation system:

Ethical Principles and Publication Policy
Giresun University Journal of Economics and Administrative Sciences is based on a system in which publication periods prioritize unbiased assessment of the knowledge produced and developed within the frame of the scientific methods and ethical principles. In this regard, considering the Scientific Research and Publication Ethics declared by Council of Higher Education together with the guidance and policies of Committee on Publication Ethics (COPE), each component that constitutes the publication periods of Giresun University Journal of Economics and Administrative Sciences has certain ethical responsibilities, as follows:

I. Authors’ Ethical Duties and Responsibilities
The ethical responsibilities of those who submit their scientific research to Giresun University Journal of Economics and Administrative Sciences are;
i. Authors’ scientific research must be original regarding the idea, content, method and data.In case there are ideas, contents, methods and data partially or completely acquired/benefited from another scientific research, references must be given in each circumstance to those citations or quotations in accordance with the scientific and ethical rules.
ii. Authors submitting scientific research to Giresun University Journal of Economics and Administrative Sciences must meet the criterion that their scientific research has not been published or is on the verge of either publication or assessment in another academic journal.
iii. Those of who neither make any scientific contribution to the research submitted nor involve in such scientific stages as research design, data collection and data analysis must not be counted as co-authors. The sequence of co-authors is expected to be arranged in accordance with their involvement in the above-mentioned stages.
iv. Authors must account for those circumstances in which their scientific research may cause conflicts of interest.
v. Authors must be aware that during the assessment process, if needed, Giresun University Journal of Economics and Administrative Sciences may well ask to see the raw material or other types of original data benefited in the research submitted. In such a case, authors must be willing to share those materials with the editorial board and scientific committee of Giresun University Journal of Economics and Administrative Sciences.
vi. Prior to the end of assessment process, authors are required to submit their document to Giresun University Journal of Economics and Administrative Sciences which proves that they own copyrights of the relevant data utilised in their scientific research, have ethical approvals as to their research, and acquire their participants’ consent.
vii. v. In case any violation is noticed related to authors’ other scientific research, be it already published or on the verge of publication, Giresun University Journal of Economics and Administrative Sciences informs relevant institutions and asks them to take notice of the circumstance as part of its co-operation policy.
viii. Authors must be aware that they should avoid directly asking for such changes as adding or removing an author and altering the list of co-authors, whilst their scientific research is being assessed. These kinds of demands will be considered only if submitted to DergiPark Administration Team by the corresponding author with a document displaying all other authors’ signed approvals as to the relevant change.

II. Editors’ Ethical Duties and Responsibilities
Editors of the Journal are responsible for every scientific research published. In this regard, editorial duties and responsibilities are;
i. Meeting all types of demands and needs for information that may well come from both authors and readers before, during, and after the assessment process.
ii. Bringing about all the intellectual and actual requirements in the name of development and improvement, within the frame of the publication policy of Giresun University Journal of Economics and Administrative Sciences.
iii. Taking roles in carrying out the requirements that are believed to improve the quality of scientific research published in Giresun University Journal of Economics and Administrative Sciences.
iv. Taking roles in carrying out the requirements in order for scientific research conducted in other prevailing scientific languages, apart from Turkish, to be published, within the frame of the publication policy of Giresun University Journal of Economics and Administrative Sciences.
v. Taking roles in carrying out the requirements to make sure that no violation as to intellectual property right and other ethical issues is made throughout the assessment and publication processes.
vi. Taking into account the demands or complaints that may well come from either authors or readers in comprehensive manners,and providing them with informative and explanatory feedbacks.
vii. Managing pre-assessment process, at the beginning of the scientific research assessment process,
viii. Considering the referee comments in unbiased and rigorous manner, at the end of the scientific research assessment process.
ix. Providing field editors with the required information to make sure that co-ordination has been accomplished.
x. Fulfilling the requirements in order for field editors to efficiently undertake the assessment and publication assessment processes.
xi. Co-operating with field editors, as well as encouraging them, to widen the potential referee list.
xii. Checking whether the scientific research under assessment violates the intellectual property right of any other existing scientific research already published, or not. Also, carrying out the requirements to secure intellectual property rights of the scientific research published in Giresun University Journal of Economics and Administrative Sciences, along with defending those authors’ rights in case of any violation.
xiii. Taking into account persuasive criticisms related to the scientific research published, together with adopting a fair attitude towards these criticisms. Also, carrying out the requirements so as to enable those authors whose research criticised to exercise their right of reply.
xiv. Making decisions about which research to publish without falling under the influence of journal owner, publisher and any other political or commercial actor, except unbiased referee comments, in independent, scientific and objective manners.

III. Field Editors’ Ethical Duties and Responsibilities

Field editors of Giresun University Journal of Economics and Administrative Sciences are responsible for every scientific research published. In this regard, editorial duties and responsibilities are;
i. Designating referees in accordance with the scientific theme and content, at the pre-assessment stage.
ii. Providing referees with the required information, document and guidance, throughout the assessment process.
iii. Checking in a rigour manner whether there might appear any conflict of interest between the authors and referees, together with taking initiative to provide a solution if needed.
iv. Making sure that referees stay anonymous throughout the assessment process.
v. Utilising encouraging methods to enable referees to review scientific research in unbiased, scientific and objective manners.
vi. Evaluating referees in terms of their performance, along with developing both motivating communication approaches and strategies, together with policies, to improve those performances.
vii. Fulfilling the requirements to improve the potential referee list in terms of its quantity and quality, and working hand in hand with journal editors to this end.
viii. Even in such cases where referees’ assessments are critical, taking initiative and asking for new referee reviews, if it is still believed the scientific research has certain value in terms of the relevant literature.
ix. Establishing communication and dialogue with referees, at every stage of the assessment process.
x. At the end of the assessment process, in case it has been decided not to publish scientific research, providing its author(s)with a comprehensive and scientific justification as to the decision.

IV. Referees’ Ethical Duties and Responsibilities
Referees participating in the assessment process of Giresun University Journal of Economics and Administrative Sciences are expected to fulfil the following duties and responsibilities;
i. Agreeing to assess merelythe scientific research which is strictly related to their scientific expertise.
ii. Making sure that no communication has been established with authors during the assessment process, given the Double-sided blind refereeing policy of Giresun University Journal of Economics and Administrative Sciences.
iii. Providing their reviews and comments related to the process through DergiPark Administrative Portal.
iv. Accomplishing their assessments with a scientific and objective point of view in unbiased and confidential manners, without being under the influence of nationality, gender, religious and political beliefs and any commercial concerns.
v. Refusing the demand for participation as a referee or urgently informing field editor either at earlier stages or during the assessment process, once it is believed there is a conflict of interest.
vi. Annihilating all the relevant sources and documents, including the scientific research reviewed itself, in order to prevent them from being utilised in any other scientific research.
vii. Providing their comments in a polite and scientific language by shying away from those expressions that may well be considered as denigration and insult.
viii. Completing their scientific assessments on time in such a way as to avoid disrupting the process.

V. Editorial Board’s Ethical Duties and Responsibilities
The duties and responsibilities of Editorial Board of Giresun University Journal of Economics and Administrative Sciences are;
i. Being in charge of each stage concerning the scientific research submitted for publication to Giresun University Journal of Economics and Administrative Sciences.
ii. Being in charge of checking whether scientific research to be published in Giresun University Journal of Economics and Administrative Sciences corresponds to both Journal’s publication policies and international standards.
iii. Editorial Board Committee, consisting of the Chief editor, Editors and Field editors, together with Foreign Language Editors, is in charge of fulfilling all the journalistic requirements.
iv. Being in charge of meeting the requirements to set and solve thematical, technical and visual problems by either informing the specialists or solving those problems themselves.
v. Being in charge of arranging meetings and suchlike activities to discuss how to improve the quality of publication polices in accordance with the existing publication policies of the Journal.

VI. Personal Data Protection
The responsibilities of Giresun University Journal of Economics and Administrative Sciences regarding the Personal Data Protection are;
i. Giresun University Journal of Economics and Administrative Sciences is responsible for protecting such personal data as participants and images related to the scientific research submitted and reviewed. Submissions which fail to provide and prove participants’ consents are to be rejected.
ii. Field editors within the body of Giresun University Journal of Economics and Administrative Sciences are responsible for protecting the personal data of referees, authors and readers.
iii. Giresun University Journal of Economics and Administrative Sciences is liable to protect human and animal rights by considering whether the scientific research assessed violates those rights.
iv. Giresun University Journal of Economics and Administrative Sciences is liable to refuse scientific research, in case the research has neither ethical approval in terms of its participants nor ethical permissions in its experiments.

VII. Precaution Against Probable Exploitation and Malpractice
Giresun University Journal of Economics and Administrative Sciences is liable to fulfil all the requirements and take all precautions against any probable exploitations and malpractices.
VIII. Encountering an Unethical Circumstance
