“Double-Blind Refereeing” system is applied in the Journal of Computer and Education Research. The evaluation process is conducted in such a way that the authors and the reviewers do not know each other's identities. The identities of the referees who refuse to evaluate the manuscript are also concealed. Peers are not informed about the identities of the authors, and authors are not informed about peers likewise.
Due to the principle of “Double Blind Peer Reviewing”, the communication between the referees and the author is carried out through the Dergipark system through the Editorial Unit, not directly between them. Articles are sent to at least two reviewers. The referees are given 10 days to accept or reject the invitation to review the article. If the referee refuses to review, a new referee is appointed. If accepted, the anonymous text of the article and the review report are sent.
Peers are given 20 day for their review. When this time is exceeded, a reminder letter is sent (10 day). Therefore, review process of referees may sometimes take longer time than a month. Besides, the process of assigning referees by field editors for the preliminary reviewed papers by the editor take about 7 days. Two positive reviews are required for acceptance. Two negative reviews are required for rejection. Referees may approve, disapprove, suggest corrections, or suggest corrections and ask to see the manuscript again.
Considering all these processes, it is not possible for the journal to make a commitment to the authors about the publication period. However, it is envisaged that all manuscripts will complete the refereeing process and be placed in the publication queue within 4-6 weeks at the latest.
According to the evaluation system called “blind refereeing” by TÜBİTAK/ULAKBİM, which is applied by many national or international scientific journals, the name of the referee is not given to the author at any stage. Referees can only see the author's name as a reader of the journal if an article they have refereed is published. The information about the author of an unpublished manuscript is never and under no circumstances communicated to the referees. The correspondence with authors and referees, which is kept in electronic media, is kept in a highly transparent manner and made available for viewing and review by the relevant authorities, especially TÜBİTAK/ULAKBİM, as well as by the authors in case of disputes.
