Double-Blind Refereeing System

The Milli Eğitim journal employs a double-blind refereeing system. Within this framework, the evaluation process is carried out in such a way that neither the authors nor the reviewers are aware of each other's identities. The identities of reviewers who decline to evaluate a manuscript also remain confidential.

In adherence to the double-blind review principle, all communication between reviewers and authors is mediated by the Editorial Unit through the Dergipark system; direct contact is not permitted. Each manuscript is sent to two reviewers. Reviewers are given 15 days to accept or decline the invitation to review. If a reviewer declines, a new reviewer is appointed. Upon acceptance, the anonymized version of the manuscript and the review form are provided. The reviewers are granted 15 days to complete their evaluation; if additional time is needed, an extension of 15 days may be granted. The review process continues until two consistent decisions—either positive or negative—are received. Reviewers may approve, reject, suggest revisions, or request revisions with a resubmission.

Given the structure of this process, the journal cannot guarantee a specific timeline for publication. However, it is anticipated that manuscripts will complete the peer-review process and be placed in the publication queue within 9 to 12 months. Delays beyond this timeframe may occur due to circumstances such as late submission of review reports, withdrawal of reviewers for various reasons, failure to provide timely notification of inability to review, preferences for electronic communication, or other unresolved issues with the current reviewers that necessitate the assignment of new ones.

According to the blind refereeing model adopted by TÜBİTAK/ULAKBİM and many national and international academic journals, the identity of the reviewer is not disclosed to the author at any stage of the process. Reviewers can only see the author’s name if the article they reviewed is eventually published. In cases where the manuscript is not published, the author's identity remains confidential under all circumstances. All correspondence with authors and reviewers is conducted electronically and maintained with transparency, accessible for inspection by authorized parties—particularly TÜBİTAK/ULAKBİM—and, when necessary, by the authors in the event of a dispute.

Milli Eğitim journal regards adherence to the double-blind refereeing principle as a prerequisite for initiating the review process. Accordingly, all procedures must be carried out through the Dergipark system at https://dergipark.org.tr/milliegitim. Authors are expected not to contact the editorial office, editorial board, or journal secretariat regarding reviewer information, and must comply with the confidentiality requirements associated with their manuscripts. Similarly, reviewers are expected to uphold confidentiality in all aspects of the review process.
