Publication Principles

The Millî Egitim Journal is a quarterly, peer-reviewed, international scholarly journal published by the Ministry of National Education. The journal is published four times a year, in February, May, August, and November, and covers research addressing all levels of education from pre-school to higher education, as well as non-formal education and related stakeholders. It is expected that the studies published in the journal will, theoretically and/or practically, contribute to the field, address current debates, and support the advancement of educational research.
The primary aim of the journal is to open issues, practices, problems, and recommendations concerning education and instruction to scientific discussion, to facilitate their dissemination, and to strengthen the interaction between academia and practice.

The publication principles of the Milli Egitim Journal are as follows:

Articles submitted to the Milli Egitim Journal must be original, must not have been previously published, and must not be under consideration for publication elsewhere.
Articles may not exceed 8,000 words, excluding footnotes, abstract, and references. Submissions that exceed this limit are returned at the preliminary review stage.
The following statements must be included in the article in a clear and transparent manner:
       - Author contribution statement
       - Conflict of interest statement
       - Ethics committee approval document (if required)
       - Research and publication ethics statement
       - Funding/support information
       - Data availability statement
       - Statement on the contribution of artificial intelligence tools to the writing or analysis process (if any, specifying the type and scope)
All authors must be genuine contributors. Gift, honorary, or ghost authorship is strictly unacceptable.
Particularly where sensitive and disadvantaged groups are concerned, it is essential that the language used in articles be respectful, inclusive, and non-discriminatory.
In research, participants’ rights to consent, confidentiality, and privacy must be protected.
Submissions that do not comply with the submission requirements, Author Guidelines, article template, or the scope of the journal are rejected at the preliminary review stage.
Articles are evaluated by at least two reviewers under a double-blind peer-review process. The publication decision is made by the Editorial Board based on the recommendation of the editor.
The responsibility for the views expressed in published articles belongs to the authors; these views are not to be regarded as the institutional views of the Milli Egitim Journal.

Grounds for Desk Rejection at the Preliminary Review Stage 

Manuscripts with the following characteristics are rejected without being sent for peer review:
Articles that do not fall within the scope and publication objectives of the journal,
Studies that do not provide an original contribution to the field,
Articles that employ inadequate, flawed, or scientifically weak research methods,
• Manuscripts that fail to meet academic language and style standards and contain extensive expression and writing errors,
Research requiring ethics committee approval but lacking an ethics approval document,
Manuscripts that do not comply with article formatting and technical requirements (such as abstract, keywords, table–figure layout, citation system, etc.),
Texts with an unethically high similarity rate, including those derived from master’s/doctoral theses,
Articles that have been submitted concurrently to another journal or have been previously published.

1. SUBMISSION OF MANUSCRIPTS
The Milli Eğitim Journal primarily aims to publish high-quality studies that can contribute to the education system in accordance with science and scientific publication ethics, under the scrutiny of field experts. An impartial and confidential evaluation and publication process in line with the principles of double-blind review is of particular importance. To submit an article, the following files and documents must be fully uploaded to the system via the website https://dergipark.org.tr/en/pub/milliegitim.

Required Documents

1. Submission Letter: The letter must include the article title, article type, author names, authors’ contact information (e-mail, telephone, institutional affiliation), and ORCID information
2. Manuscript with Author Names: The full text of the article including author names must be in Word format
3. Manuscript without Author Names: The anonymised full text of the article (without author names) must be in Word format. When uploading the article files to the system, the anonymised file must be uploaded
4. Similarity Report: During submission, authors will be directed by the system to the website intihal.net for the similarity report. The full report must be uploaded to the system in PDF format.
5. Copyright Transfer Form: The form must include the information and signatures of the author(s)
6. Ethics Committee Approval Document: For all manuscripts, an Ethics Committee Approval Document must be submitted. In cases where ethics committee approval is not required, authors must upload a document explaining the justification to the system. The institution from which ethics approval was obtained, as well as the date and decision number, must be stated in the Method section of the article. If ethics approval is not required, this must again be explained with justification in the Method section. Institutional or individual implementation permissions obtained for the research do not substitute for ethics committee approval
7. Research and Application Permission Document: For national and international research conducted in any unit affiliated with the Ministry of National Education (central, provincial, or overseas units), the ‘Research and Application Permission Document’ approved by the Turkish Ministry of National Education must be uploaded to the system
8. Article Submission Fee Receipt: As of 15.05.2024, an article submission fee is charged for each manuscript submitted to the Milli Egitim Journal. This fee is a processing fee collected at the time of submission, irrespective of whether the article is accepted or rejected, and it is non-refundable under any circumstances. 2. PRELIMINARY REVIEW, EVALUATION, AND PUBLICATION PROCESS

Articles submitted to the Milli Egitim Journal for publication are first examined at the preliminary review stage. The preliminary review process for submitted manuscripts is explained below:

Compliance with Submission Requirements: It is checked whether the information and documents specified in the Required Documents section have been uploaded completely and correctly.
Compliance with the Author Guidelines of the Journal: Correct and fluent use of language, spelling rules, article word count, word counts in the Turkish and English abstracts, number of keywords, accuracy of the expressions in foreign languages, and compliance of references with the rules, etc. are checked.
Compliance with the Article Template: The “Article Template” available on our DergiPark page must be used when preparing manuscripts. During the evaluation process, it is examined whether the article complies with the template specifications.
Compliance with the Scope of the Journal and Scientific Requirements: It is examined whether the article addresses current educational practices; whether it possesses fundamental scientific features such as clear aims, methods, and results; the quality and size of the sample in the conducted research; the currency of the research topic; and whether the results and recommendations contribute to education. When necessary, the manuscripts under review are submitted to the Editorial Board for scientific evaluation.
Legal and Ethical Compliance: Articles may include ideas, criticism, and recommendations. However, such ideas and criticism must not constitute a legal offence, must not violate ethical rules, and must not damage the reputation of individuals or institutions. Articles found suitable in terms of publication principles are also checked for plagiarism. For this purpose, authors will be directed by the system to intihal.net at the submission stage for the similarity report. Responsibility for similarity rests entirely with the author. To ensure the healthy conduct of the process, the similarity threshold adopted by the Millî Egitim Journal is kept confidential. This threshold is determined by the Editorial Board based on the rate recommended by ULAKBİM and relevant authorities.

The preliminary review process is generally completed within approximately one month, and the manuscripts deemed suitable are moved into the evaluation process. The evaluation process of submitted manuscripts is explained below: 

Double-Blind Peer Review Process

The Milli Egitim Journal employs a double-blind peer-review system. Articles taken into the evaluation process are sent to two reviewers who are recognised for their works and publications in their field and who have publications in the subject area of the article. In determining reviewers, it is essential that they have worked in subject areas that directly match the topic of the article. In the event of two divergent reviewer opinions, a third reviewer is consulted. The peer-review process continues until at least two reports in agreement on the article are obtained. A maximum of twelve reviewers may be invited for a single article. If no outcome can be obtained from reviewers in this process, the article is returned. Reviewer reports are confidential and are kept for five years. The peer-review process typically takes approximately six months. In some cases, this period may be extended. Revision Process
Authors are required to take into account the criticism, recommendations, and corrections of the editor, reviewers, and the Editorial Board. If there are points with which they do not agree, they have the right to explain their reasons in writing. Corrections made during the revision process must be uploaded to the system using the Reviewer Revision Table available on our DergiPark page. Non-substantive minor corrections may be made by the Editorial Board or editors in articles accepted for publication. Articles for which the evaluation and revision process has been completed are then moved into the publication process. The publication process for accepted articles is explained below:

Which submissions will be published in the journal is decided jointly by the Journal Editorial Board, Editors, and the Editor-in-Chief, within the framework of the reviewer reports. The final decision to publish or not to publish studies that have successfully passed all journal evaluation stages belongs to the Journal Editorial Board.
Issues of the journal are published on the website of the Board of Education of the Ministry of National Education (https://ttkben.meb.gov.tr/), on ULAKBİM ODİS, and on DergiPark.
The responsibility for the findings and views expressed in published articles belongs to their authors.

Following manuscript submission, the responsibility for tracking the entire process rests with the author. The Millî Egitim Journal uses the DergiPark system as its primary channel of communication with authors and reviewers. Articles sent to the personal e-mail addresses of journal staff or to the journal’s e-mail addresses are not considered for evaluation, as they do not comply with the confidential evaluation process. The sole channel for submission and communication with the Milli Egitim Journal is the DergiPark system.

By submitting a manuscript, authors are deemed to have accepted all conditions stated in the publication principles of the Milli Egitim Journal.
