EDITORIAL PRINCIPLES OF THE JOURNAL OF MILLI EGITIM
The Journal of Milli Egitim. is a quarterly, peer-reviewed, international scientific journal published by the Journal of Milli Egitim. Issues are published in February, May, August, and November, corresponding to winter, spring, summer, and autumn.
The journal features articles on education and training, encompassing studies on students, teachers, educational administrators, and non-formal education at all levels, from pre-school to higher education. Contributions should be research-based, innovative, practical, and timely, offering theoretical or practical insights into education and training. The journal aims to foster the discussion and dissemination of information, practices, challenges, and solutions in education at a scientific level.
The publication principles of the Journal of National Education are as follows:
• Articles must be original and unpublished. Manuscripts submitted to the journal must not have been published elsewhere or be under consideration for publication in any other venue.
• Manuscripts should not exceed 8,000 words (excluding footnotes, abstracts, bibliography, etc.). Articles exceeding this limit will be returned without evaluation.
• Authors must include detailed statements about author contributions, conflicts of interest, ethical compliance, ethics committee approvals (where required), funding sources, copyright permissions, data availability, and any use of artificial intelligence for writing assistance.
• All authors must be listed in full, and practices such as ‘gift’ or ‘ghost’ authorship are strictly prohibited.
• Articles must use respectful, inclusive, and non-marginalizing language, particularly when referring to disadvantaged or vulnerable groups. Language should maintain academic objectivity and refrain from causing harm to the dignity of individuals.
• Research involving individuals or groups must obtain informed consent, protect confidentiality, and adhere to ethical standards.
• Manuscripts that fail to meet the journal’s application requirements, writing rules, article template, scope, scientific standards, legal principles, or ethical guidelines will be rejected during the preliminary review stage.
• Articles will only be published after receiving positive evaluations from at least two referees, approval from the relevant editor, and a final positive decision from the Editorial Board. The responsibility for published articles lies with the authors. Opinions expressed in the articles cannot be attributed to the Journal of Milli Egitim.
In the following cases, the manuscripts will be rejected directly in the preliminary review:
- Articles that do not fulfill one or more of the conditions specified in the preliminary review and evaluation process,
- Articles outside the scope of the journal,
- Articles that do not make an original contribution to the relevant field,
- Articles whose research method is inadequate, inaccurate, or far from scientific consistency,
- Articles that do not meet academic language standards and contain serious grammatical and spelling errors,
- Articles in which the research was not conducted in accordance with ethical rules or necessary ethical approvals were not obtained,
- Articles that do not comply with the formatting and technical requirements of the journal in terms of article template (abstract, keywords, citation style, etc.),
- Manuscripts that are submitted simultaneously to another journal or that have already been published are rejected outright.
1. PRELIMINARY REVIEW, EVALUATION AND PUBLICATION PROCESS
The Journal of Milli Egitim has an Editorial Board and a Board of Editors. Articles submitted for publication are first examined at the preliminary review stage.
The preliminary review process of the submitted articles is explained below:
- Compliance with the Application Requirements: It is checked whether the information and documents specified in the required documents section are uploaded completely and correctly.
- Compliance with the Journal's Writing Rules: Correct use of language and fluency, spelling rules, number of words in the article, number of words in the Turkish and English abstracts, number of keywords, accuracy of the foreign language equivalents of expressions, and compliance of the bibliography with the rules, etc., are checked.
- Compliance with the Article Template: The Article Template on our DergiPark page should be used when preparing articles. During the publication evaluation process, it is checked whether the article complies with the template specifications.
- Compliance with the Scope of the Journal and Scientific Requirements: Articles are reviewed to determine whether they are oriented toward current educational practices, possess basic scientific features such as purpose, method, and results, and whether the quality and quantity of the research sample, the timeliness of the research subject, and the contribution of results and suggestions to education are adequate. Articles deemed appropriate are submitted to the Editorial Board for scientific evaluation when necessary.
- Legal and Ethical Compliance: Articles may include ideas, criticisms, and suggestions. However, these ideas and criticisms must not constitute a legal offense, violate ethical rules, or harm the reputation of individuals or institutions. Articles found suitable in terms of publication principles are also checked for plagiarism. Article authors are directed to intihal.net for a similarity report during the application. All responsibility for the similarity report belongs to the authors. To ensure a smooth process, the Journal of Milli Egitim keeps its adopted similarity rate confidential. This rate has been determined by the Editorial Board after evaluating recommendations by ULAKBIM and relevant authorities.
The preliminary review process is completed within approximately one month, and articles that meet the criteria are included in the evaluation process. The evaluation process of the submitted articles is explained below:
• Referee Process: Articles included in the evaluation process are sent to two referees known for their expertise and publications in the article's subject area. The referees are selected based on compatibility with the article's topic. If the two referees provide differing opinions, a third referee’s evaluation is sought. The refereeing process continues until at least two reports with the same opinion are obtained. Invitations are sent to a maximum of twelve referees per article. If no outcome is achieved from the referees, the article is returned. Referee reports are confidential and are kept for five years. The referee evaluation process takes approximately six months, but this period may be extended if necessary. • Revision Process: Authors must address the criticisms, suggestions, and corrections from the editor, referees, and Editorial Board. If authors disagree with these suggestions, they may provide written justifications. Corrections should be uploaded to the system during the revision process using the Referee Correction Schedule on our DergiPark page. The Editorial Board or editors may make minor corrections to the manuscripts before publication.
Articles that successfully complete the evaluation and revision processes are moved to the publication stage. The publication process of accepted articles is explained below:
- The decision regarding which manuscripts are published is made jointly by the Journal Editorial Board, Editors, and the Editor-in-Chief, based on referee reports. The final decision for publication is made by the Journal Editorial Board.
- Published issues are available on the Ministry of National Education Board of Education’s web page at https://ttkb.meb.gov.tr/, ULAKBIM ODIS, and DergiPark.
- Responsibility for the findings and opinions expressed in published articles lies with the authors.
The authors are responsible for tracking the entire submission process. The Journal of Milli Egitim uses the DergiPark system for communication with authors and referees. Manuscripts sent via personal email or the journal's email will not be considered, as this violates the confidential evaluation process. Authors must use the DergiPark system for all communications.
2. SUBMISSION OF ARTICLES
The Journal of Milli Egitim aims to publish high-quality studies that contribute to the education system through science and uphold scientific publication ethics. The evaluation and publication process emphasizes impartiality and confidentiality. To submit an article, the following documents must be uploaded to the system via http://www.dergipark.org.tr/milliegitim:
Required Documents
1. Application Petition: The name of the article, type, author names, contact information (e.g., email, phone number, institution), and ORCID information must be included. (File name: Application Petition).
2. Named article: The full text of the article with author names should be submitted in Word format. (File name: Full Text_Named).
3. Untitled article: The full text of the article without author names must also be submitted in Word format. (File name: Full Text_Anonymous).
4. Similarity report: Authors will be directed to intihal.net to obtain a similarity report. This report must be uploaded in PDF format. (File name: Similarity Report).
5. Copyright Transfer Form: The document must include the author(s)’ details and signatures. (File name: Copyright Transfer Form).
6. Ethics Committee Permission Certificate: A certificate must be submitted for all articles. If not required, a document explaining the reason must be provided. The institution, date, and decision number of the Ethics Committee must be included in the method section of the article. Permissions for institutional or individual research do not substitute for Ethics Committee approval. (File name: Ethics Committee Permission Document).
7. Research and Application Permission Certificate: Research conducted in institutions affiliated with the Ministry of National Education requires an official certificate. (File name: Research and Application Permission Certificate).
8. Article Application Fee Receipt: As of 15.05.2024, a non-refundable fee is charged for each article submission. It is not refundable in any case. Details are available on the fee policy page. (File name: Receipt).
Authors submitting articles are deemed to accept all conditions specified in the journal's publication principles.
