Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi is an international, peer-reviewed, scholarly, and open-access journal committed to the principles of research and publication ethics. The journal’s publication processes are conducted in accordance with the principles of scientific integrity, impartiality, transparency, accountability, editorial independence, academic quality, open access, and the free circulation of scholarly knowledge.

1. International Standards and Fundamental Principles

The journal’s publication ethics and editorial procedures are based on the principles and recommendations of the Committee on Publication Ethics (COPE), International Committee of Medical Journal Editors (ICMJE), Directory of Open Access Journals (DOAJ), Open Access Scholarly Publishing Association (OASPA), World Association of Medical Editors (WAME), Budapest Open Access Initiative (BOAI), and other relevant national and international standards of scholarly publishing.

All parties involved in the publication process—including authors, reviewers, editors, field editors, Editorial Board members, and the publisher—are required to act in accordance with ethical principles.

2. Publication Policy

Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi aims to publish original, high-quality studies that make a scholarly contribution to their respective fields. Manuscripts submitted to the journal must not have been published previously or submitted to another journal for consideration and must be prepared in accordance with the principles of research and publication ethics.

All manuscripts must fall within the journal’s aim and scope. Manuscripts that fall outside the journal’s scope, lack sufficient scholarly quality, make only a limited original contribution, contain incomplete ethical declarations, or fail to comply with the author guidelines may be rejected by the Editorial Board without being sent for peer review.

The authors bear full scholarly, ethical, legal, and linguistic responsibility for the content of their articles published in the journal.

3. Peer-Review Policy

Research articles and review articles submitted to Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi are evaluated through a double-blind peer-review process. Under this system, the identities of the authors are not disclosed to the reviewers, and the identities of the reviewers are not disclosed to the authors.

All manuscripts initially undergo a preliminary editorial review. At this stage, the manuscript is assessed with regard to its alignment with the journal’s scope, compliance with the author guidelines, completeness of ethical declarations, similarity score, referencing format, and scholarly quality. Manuscripts that do not pass the preliminary review may be returned to the author or rejected without being sent for peer review.

Manuscripts that pass the preliminary review are sent to at least two independent reviewers with expertise in the relevant field. If one reviewer submits a favourable recommendation and the other an unfavourable recommendation, the Editorial Board may send the manuscript to a third reviewer or make a final decision by considering the grounds provided in the existing review reports. The final publication decision is made by the Editor-in-Chief or the Editorial Board on the basis of the reviewers’ reports and the editorial evaluation.

The peer-review process is conducted in accordance with the principles of impartiality, confidentiality, scholarly competence, and avoidance of conflicts of interest. Reviewers are expected to decline a review invitation if they have any conflict of interest relating to the manuscript.

Reviewers are selected from institutions independent of those of the authors. Individuals affiliated with the same institution as any of the authors are not appointed as reviewers. Editors ensure that no institutional, academic, personal, or financial conflict of interest exists between authors and reviewers.

Manuscripts authored by an editor, an Editorial Board member, or another person affiliated with the journal are subject to an independent peer-review and editorial evaluation process from which the relevant individual is entirely excluded.

4. Research Ethics

All manuscripts submitted to the journal must be prepared in accordance with the principles of research ethics. Studies involving human participants and employing surveys, interviews, focus groups, observation, experiments, interventions, personal data, or similar research methods must receive approval from the relevant ethics committee.

For studies requiring ethics committee approval, the name of the ethics committee, the date of the decision, and the decision number must be clearly stated in the manuscript. Where ethics committee approval is not required, this must be stated in the manuscript together with an appropriate justification.

Authors are responsible for obtaining all necessary permissions and fulfilling all ethical and legal obligations when using archival records, historical documents, visual materials, personal data, oral history records, private collections, or copyrighted materials.

Informed consent must be obtained for research involving participants. Participants’ privacy, personal data, and identifying information must be protected. Personal data must be used in accordance with the applicable legislation and ethical principles.

The Ethics Committee Approval Declaration Form, signed by all authors, must be uploaded to the journal system at the time of submission. If the study requires ethics committee approval, the relevant Ethics Committee Approval Document must also be included among the submission files. Detailed information on studies that do and do not require ethics committee approval is provided in the Ethics Committee Declaration Document. Authors are advised to review this document before submitting their manuscripts.

5. Publication Ethics

Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi does not tolerate unethical publishing practices such as plagiarism, data fabrication, data falsification, salami slicing, duplicate publication, inappropriate authorship, gift authorship, ghost authorship, unauthorised use of data, failure to disclose conflicts of interest, or citation manipulation.

Manuscripts submitted to the journal must be original and must not have been published elsewhere. The same manuscript may not be submitted simultaneously to another journal. Studies previously presented as conference papers may be considered for publication provided that they have been substantially expanded and converted into article format. In such cases, the previous version of the study and the event at which it was presented must be clearly disclosed in the manuscript.

Authors must cite all sources used in their work accurately, completely, and in accordance with the applicable citation rules. Ideas, texts, data, images, tables, figures, or findings belonging to others may not be used without appropriate attribution.

6. Similarity and Plagiarism Policy

Manuscripts submitted to the journal are screened using similarity-detection software during the preliminary editorial review or before publication. Similarity reports are evaluated not solely on the basis of a numerical score but also by considering the nature of the similarity, the manner in which sources are cited, the appropriateness of direct quotations, and the principles of academic writing.

The overall similarity score is expected not to exceed 20%. The similarity score attributable to any single source must not exceed 3%. The reference list is excluded when calculating the similarity score.

Manuscripts found to contain plagiarism, self-plagiarism, inappropriate quotation, unattributed use of sources, or manipulation of data or text are rejected. If an ethical violation is identified after publication, the journal may initiate a correction, clarification, expression of concern, or retraction process.

7. Author Responsibilities

Authors acknowledge that manuscripts submitted to the journal must be original, scholarly, and compliant with ethical principles. Authors must declare that the manuscript has not been published previously and is not simultaneously under consideration by another journal.

Authors’ principal responsibilities include:

• Preparing the manuscript in accordance with research and publication ethics
• Citing all sources accurately and completely
• Obtaining all necessary ethics committee approvals and legal permissions
• Clearly disclosing conflicts of interest, funding support, and author contributions
• Assuming responsibility for the accuracy of the data presented in the study
• Responding to reviewers’ and editors’ comments in a scholarly and constructive manner
• Informing the editorial office without delay if an error is identified in the manuscript
• Refraining from submitting the manuscript to another journal before the evaluation process has been completed

All authors share responsibility for the content of the manuscript. The order of authors and their respective contributions must be agreed upon before the manuscript is submitted. Following submission, requests to add or remove an author or change the order of authorship will be considered only with the written approval of all authors and the consent of the Editorial Board.

8. Authorship and Contribution Statement

All individuals listed as authors must have made a meaningful scholarly contribution to the study. Individuals who have not contributed to the design of the study, data collection, analysis, interpretation, drafting, critical review, or final approval must not be listed as authors.

Gift authorship, honorary authorship, and ghost authorship are not permitted. Individuals who contributed to the study but do not meet the criteria for authorship may be acknowledged in the Acknowledgements section.

For multi-authored studies, each author’s contribution percentage or type of contribution must be clearly stated in the manuscript. All authors are jointly accountable for the published version of the article and its ethical integrity.

9. Conflict of Interest Policy

Authors, reviewers, and editors must disclose any existing or potential conflicts of interest that could influence the evaluation, interpretation, or publication of a manuscript.

Conflicts of interest may be financial, institutional, academic, personal, professional, or of another nature. Authors must explicitly state in the manuscript when no conflict of interest exists.

Reviewers who believe that they have a conflict of interest relating to a manuscript they have been invited to evaluate must withdraw from the review process. Editors may not participate in decision-making processes concerning manuscripts in relation to which they have a conflict of interest.

10. Funding and Support Statement

Authors must clearly disclose in the manuscript all financial support received for the study, including project numbers and support provided by institutions or organisations. If the study received no financial support, this must also be stated.

Where a funding institution or organisation had any role in the design of the research, collection and analysis of data, interpretation of findings, preparation of the manuscript, or decision to publish, that role must be clearly disclosed.

11. Ethics Committee Approval and Permissions

For studies requiring ethics committee approval, the relevant approval information must be provided in the manuscript. This information must include, at a minimum, the name of the ethics committee, the date of its decision, and the decision number.

Studies requiring ethics committee approval but lacking the relevant approval information may not be considered for evaluation or may be returned to the author. Where ethics committee approval is not required, this must be explicitly stated in the manuscript.

Authors are responsible for obtaining permission to use copyrighted images, tables, figures, archival documents, photographs, translated texts, and other materials.

12. Data Sharing and Research Integrity

Authors are responsible for ensuring that the data used in their studies are accurate, reliable, and obtained in accordance with ethical principles. Where necessary, the editorial office may request research data, analysis files, permission documents, or supplementary information from the authors during the evaluation process.

The fabrication, alteration, falsification, or selective reporting of data, or the use of data in a manner that presents research findings misleadingly, constitutes an ethical violation.

Personal data, sensitive information, and data affecting the privacy of third parties must be protected in accordance with the applicable legislation and ethical principles.

13. Reviewer Responsibilities

Reviewers must evaluate manuscripts in accordance with the principles of confidentiality, impartiality, and scholarly objectivity. Reviewers should agree to evaluate only manuscripts that fall within their areas of expertise.

Reviewers’ principal responsibilities include:

• Conducting evaluations according to scholarly criteria
• Avoiding personal, derogatory, or offensive comments directed at authors
• Maintaining confidentiality throughout the evaluation process
• Refraining from sharing manuscript content with third parties
• Refraining from using information obtained from the manuscript for personal or academic benefit
• Informing the editor of any suspected similarity, ethical violation, missing references, or scholarly problem
• Declining to evaluate manuscripts in relation to which they have a conflict of interest
• Submitting a reasoned review report within the specified period

14. Editor Responsibilities

Editors are responsible for maintaining the journal’s scholarly quality and conducting its publication processes in accordance with the principles of impartiality and transparency. Manuscripts are evaluated according to scholarly criteria, irrespective of the authors’ identity, institutional affiliation, academic title, gender, language, religion, ethnic origin, nationality, political views, or personal characteristics.

Editors’ principal responsibilities include:

• Evaluating submitted manuscripts in terms of their alignment with the journal’s aim and scope, originality, scholarly quality, and ethical compliance
• Selecting appropriate reviewers and conducting the peer-review process impartially
• Making final decisions by considering the reviewers’ reports and editorial evaluations
• Managing conflicts of interest
• Safeguarding editorial independence
• Carefully investigating allegations of ethical misconduct
• Initiating correction, clarification, expression of concern, or retraction procedures where necessary
• Evaluating complaints from authors, reviewers, and readers fairly

Editorial decisions are based on scholarly quality, research ethics, alignment with the journal’s scope, and the manuscript’s potential contribution to readers.

15. Editorial Board and Field Editors

The Editorial Board and field editors contribute to the development of the journal’s academic quality. In accordance with the journal’s aim and scope, they support scholarly evaluation processes, may recommend reviewers, and contribute to the development of publication policies.

Editorial Board members may submit manuscripts to the journal. However, such manuscripts are subject to an independent evaluation process from which the relevant Editorial Board member is entirely excluded.

16. Editorial Independence

Publication decisions at Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi are based exclusively on the manuscript’s scholarly quality, originality, ethical compliance, contribution to the journal’s scope, and peer-review reports.

The publisher, institutional administrators, sponsors, and other third parties may not interfere with editorial decision-making. The Editorial Board has the authority to make independent decisions in accordance with the principles of scholarly publishing.

17. Correction, Retraction, and Expression of Concern Policy

A correction may be published if a significant error affecting the scholarly content, accuracy of data, author information, ethical declarations, or bibliographic information is identified in a published article.

An article may be retracted if a serious ethical violation, plagiarism, data fabrication, data falsification, unauthorised use, duplicate publication, or another issue that invalidates its scholarly reliability is identified.

An expression of concern may be published when an investigation has not reached a definitive conclusion but serious doubts remain regarding the reliability of an article.

Correction, retraction, and expression-of-concern procedures are evaluated by the Editorial Board. Where necessary, additional information may be requested from the relevant institution, authors, reviewers, or readers.

18. Complaints and Appeals Process

Authors, reviewers, readers, and other interested parties may submit written complaints or appeals to the journal’s editorial office regarding the publication process, editorial decisions, allegations of ethical misconduct, or published content.

Complaints and appeals are reviewed impartially. Where necessary, the Editorial Board may seek opinions from members of the journal’s boards or independent subject experts. Appeals are considered in light of the scholarly grounds underlying peer-review decisions and the journal’s editorial evaluation principles.

19. Artificial Intelligence Use Policy

Authors may use generative artificial intelligence tools in a limited and responsible manner solely for language editing, proofreading, translation support, idea development, or technical assistance. Generative artificial intelligence tools may not be listed as authors because authorship entails scholarly responsibility, ethical accountability, and copyright obligations.

Where artificial intelligence tools have been used, the scope and purpose of their use must be clearly disclosed in the manuscript. Authors remain responsible for the accuracy, originality, appropriate attribution, and ethical compliance of all content produced with artificial intelligence assistance.

Reviewers and editors may not upload confidential manuscript content under evaluation to third-party artificial intelligence tools. Confidentiality is fundamental to the peer-review process.

Artificial Intelligence Use Policy

20. Open Access, Copyright, and Licensing Policy

Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi is an open-access journal. All articles published in the journal are made freely available to readers immediately upon publication, without any subscription, access fee, registration requirement, or embargo period.

The full texts of published articles may be read, downloaded, copied, distributed, printed, searched, and used for academic, educational, and scholarly purposes free of charge, provided that appropriate attribution is given.

Articles published in Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi are licensed under the Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0). This licence permits the work to be shared and used for non-commercial purposes, provided that appropriate credit is given to the original author and the source of first publication.

Authors retain the copyright to their published work. By submitting a manuscript, the authors grant Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi the right of first publication and a non-exclusive right to publish, archive, index, and distribute the published version in accordance with open-access principles.

Authors must complete the Copyright and Publication Agreement Form when submitting a manuscript to the journal.

21. Fee Policy

Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi does not charge authors or readers any fees. The journal does not charge submission fees, editorial processing fees, peer-review fees, article processing charges, page charges, colour figure charges, DOI fees, language-editing fees, article withdrawal fees, or any other fees.

All publication processes are free of charge. The absence of publication fees does not affect the scholarly independence of the peer-review or editorial evaluation processes.

22. Archiving and Preservation Policy

Articles published in Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi are made available and digitally archived through the DergiPark platform. The journal supports digital preservation and archiving principles to ensure the long-term accessibility of its published content.

Authors may share the published version of their articles on personal websites, in institutional repositories, on academic networking platforms, and through other open-access platforms, provided that an appropriate citation and a link to the article’s original publication in the journal are included.

23. Privacy Statement

Names, email addresses, institutional information, and other personal information entered into the journal system are used exclusively for the journal’s scholarly publication processes. Such information is not shared with third parties except where disclosure is required by law.

Manuscripts under evaluation, review reports, and editorial correspondence are treated as confidential. Editors, reviewers, and Editorial Board members may not share this information with third parties.

24. Reporting Ethical Misconduct

The editorial office may be notified of any suspected ethical misconduct relating to a manuscript published in the journal or currently under evaluation. Reports of suspected ethical misconduct are carefully investigated by the Editorial Board.

All allegations are evaluated in accordance with the principles of impartiality, confidentiality, and fair investigation. Where necessary, explanations may be requested from the authors, opinions may be sought from reviewers or subject experts, and the relevant institutions may be contacted.

25. Final Provisions

Authors who submit manuscripts to Çeşm-i Cihan: Tarih Kültür ve Sanat Araştırmaları Dergisi are deemed to have accepted the journal’s ethical principles, publication policy, open-access policy, and copyright and licensing terms.

The editorial office reserves the right to update these ethical principles and publication policies in response to developments in national and international publishing standards. Updated policies take effect on the date they are published on the journal’s website.
