Aims and Scope
Journal of Milli Egitim is a reputable scientific publication dedicated to scholarly articles related to educational theories and practices. The journal covers a wide range of topics, from early childhood education to higher education, encompassing research related to students, teachers, educational administrators, and both formal and non-formal education.
The purpose of Journal of Milli Egitim is to foster the generation and dissemination of knowledge in the field of education. Through scientific theoretical approaches and applied studies, the journal aims to present, discuss, and share detailed information, issues, and recommendations regarding various components of the education system with a broad audience. It serves as a vital publication for the academic community, educators, and policymakers, supporting the effective development of education.
The journal publishes original, high-quality research on a variety of topics, including educational policies, curricula, teaching methods, student development, educational technologies, educational management, assessment and evaluation in education, guidance, and psychological counseling. Published articles are expected to be research-based, scientifically prepared, and innovative, contributing to the field with practical recommendations, addressing new and emerging developments, and offering solutions to current challenges in education. The journal welcomes both theoretical approaches and applied studies aimed at solving educational problems.
The following types of articles are outside the scope of the Journal of Milli Egitim:
• Studies in the social sciences that are not directly related to educational sciences or have a weak connection to education.
• Review articles that are only loosely related to education, lack a clear purpose or foundation within the educational context, or are not prepared according to the prescribed template.
***According to the Journal of Milli Egitim article template, articles should include the following sections: Introduction, Method, Findings, Discussion, and Conclusion. Although review articles may not always include all of these sections, they should present the research objectives, methods and techniques used, research findings, and conclusions. For example, in a review article, the method section should summarize the methods and techniques used (e.g., document review, systematic review) and the data analysis process. Articles submitted to the Journal of Milli Egitim are expected to meet these criteria.
The following types of articles are outside the scope of the Journal of Milli Egitim:
• Studies in the social sciences that are not directly related to educational sciences or have a weak connection to education.
• Review articles that are only loosely related to education, lack a clear purpose or foundation within the educational context, or are not prepared according to the prescribed template.
Article Submission Guide
***The Journal of National Education is currently experiencing a high volume of submissions. As a
result, there is a substantial queue of articles that have either passed the review process or are still
under evaluation for upcoming issues. Due to this, the time required for a new article to progress from
the preliminary review stage to publication may take approximately 600 days. We strongly advise
authors to consider the possibility of a longer-than-expected evaluation process before submitting their
manuscripts. Please note that once an article is submitted to the system, in cases of rejection and
withdrawal, no refund will be issued.

When submitting an article to the Journal of National Education, please ensure compliance with
the following guidelines:
1. Before submission, read and adhere to all items in the Editorial Principles. Ensure that all
required documents stated in the Editorial Principles are uploaded to the system during the
application process.
2. Prepare your manuscript using the Article Template and ensure that all specifications within
the template are maintained. After placing your manuscript in the template, only remove the
yellow-highlighted notes. (If your manuscript is accepted, it will be published in its submitted
form. Compliance with the template is therefore mandatory and essential.)
3. Submit an anonymous full-text manuscript in Word format. Ensure that neither the file name
nor the manuscript content includes any names, surnames, or other identifying information
about the author(s). (When uploading anonymous article files to the DergiPark system, name
the file “Full Text_Anonymous.”)
4. Submit a named full-text manuscript in Word format. The article should include author names
and other necessary details in the relevant sections. (When uploading named article files to the
DergiPark system, name the file as “Full Text_Named.”)
5. Upload the Application Petition with complete details, including the article title, article type,
author names, authors' contact information (email, phone, workplace), and ORCID details.
(Name the file as “Application Petition”)
6. Upload the similarity report. Authors will be directed to the intihal.net to generate this report.
The full report must be uploaded in PDF format. (Name the file as “Similarity Report”)
7. Upload the Copyright Transfer Form. Ensure that the form includes the authors' details and
signatures. (Name the file as “Copyright Transfer Form”)
8. Upload the Ethics Committee Permission Certificate. If an ethics committee approval is not
required, authors must upload a document explaining the reason. The institution, date, and
decision number of the Ethics Committee Approval should be stated in the methodology
section of the manuscript. If no ethics approval is needed, the justification should also be
provided in the methodology section. Institutional or personal research permissions do not
replace Ethics Committee Approval. (Name the file as “Ethics Committee Permission
Certificate”)
9. For research conducted in institutions affiliated with the Ministry of National Education
(central, provincial, or international branches), upload the Ministry’s ‘Research and
Application Permission Certificate.’ If not required, authors must submit a document
explaining the reason. (Name the file as “Research and Application Permission Certificate”)
10. Upload the payment receipt as proof of submission fee payment. Detailed information on fees
is available on the journal’s fee policy page. (Name the file as “Receipt”)
Additionally:
- If a revision is requested, update both the named and anonymous versions of the manuscript
and upload the revised versions over the previous files. Do not create separate additional files.
- If a revision is requested, provide a Reviewer Correction Table detailing the revisions made
and justifications for any suggestions that were not implemented. Upload this document as an
additional file during the revision stage.
- If a revision is requested, update the Article Metadata section on the DergiPark page after each
revision. Ensuring that the metadata aligns with the final version of the manuscript is the
author's responsibility.
- Technical issues or errors encountered during submission are not the responsibility of the
Journal of National Education. If you require assistance, contact the DergiPark Technical
Support Team.
- Due to the high volume of submissions, the evaluation and publication process at the Journal
of National Education may take longer than expected. Authors should consider this time frame
before submission.
- Reasons for manuscript rejection at the preliminary review stage are outlined in the Editorial
Principles of Journal of National Education, Aims and Scope.
- Article submission via email is not accepted, and contacting editorial staff through personal
emails or phone numbers regarding publication matters is not appropriate. The status of
submitted manuscripts is available in the "Status" section of DergiPark for corresponding
authors. Authors are responsible for tracking their submission status through the DergiPark
system and should use the platform’s messaging feature for communication when necessary.
Ethical Principles and Publication Policy
Authors of articles published in the journal of National Education are considered to have transferred
all copyrights of their articles to the journal. However, authors remain responsible for the content of
the articles published. All submitted articles, or parts thereof, must not have been previously published
or be in the process of publication elsewhere. Articles published in the journal of National Education
must adhere to research and publication ethics. Plagiarism, duplicate publication, or any form of
unethical conduct will be considered violations. Legal action will be pursued in cases of ethical
violations.
Ethical Principles for Articles Submitted to the journal of National Education:
- Research Involving Sensitive Groups: Researchers must assess risks and take appropriate
measures to protect participants' rights and well-being. Participants must be informed and
voluntarily give consent. Ethical approval must be obtained for research involving sensitive
groups, and ethical standards should be maintained throughout the research process, with
ongoing reporting.
- For Minor Participants: Parental or legal guardian consent is required.
- Research in Schools Affiliated with the Ministry of National Education: Researchers must
obtain research approval through the “Research Application Permission and Evaluation
Module” available at the provided link.
- Informed Consent: Participants must be informed about the study’s purpose and potential
risks and must sign a clear written consent form. Researchers should address any questions
participants have regarding the study.
- Confidentiality of Personal Data: Participants' personal data must be kept confidential and
used solely for research purposes. Data should be anonymized, and unauthorized sharing is
prohibited.
- Data Sharing with Third Parties: Research data should not be shared with third parties
without participants’ permission unless required by law or ethical obligations. Any sharing of
data must be done ethically and with care.
- Ethical Violations: In the event of ethical violations, the relevant article will be withdrawn
from publication, and the appropriate institutions and academic organizations will be notified.
Legal and administrative actions will be initiated.
Copyright, Licensing, and Open Access Principles
Milli Egitim Journal adopts an open access policy. All articles published in the journal are licensed under the Creative Commons Attribution-NonCommercial 4.0 International License (CC BY-NC 4.0).
Under this license, users are permitted to read, download, copy, distribute, print, and link to the full texts of the articles for non-commercial purposes, provided that appropriate credit is given to the author(s) and the source.
All published content is made available to researchers without financial, legal, or technical barriers, in accordance with the principles of open access.
Authors are required to upload a signed Copyright Transfer Form to the system during the manuscript submission process. This form grants the necessary legal permission for publication and regulates the rights between the author(s) and the journal.
In addition, the following sections included in the manuscript template must be completed and added to the manuscript file:

Ethical Principles for the Use of Artificial Intelligence
The journal of National Education requires that the use of artificial intelligence (AI) in scientific
research adhere to ethical standards. AI can serve as a supportive tool in processes such as literature
review, language correction, and data analysis. However, the researcher remains responsible for
academic and scientific integrity. The stages and methods of AI usage must be clearly outlined. The
type, function, and scope of the AI tool used should be detailed in the methodology section, and the
accuracy, scientific validity, and ethical compliance of AI-generated outputs must remain the authors'
responsibility.
AI should not replace the researcher’s original contributions, such as hypothesis generation,
discussion, or conclusion formulation. Given AI's potential for bias, factual errors, and reliability
concerns, authors should be mindful of these risks and ensure that all ethical guidelines for AI use are
followed. If AI contributed to the research, this must be clearly acknowledged; failure to do so will be
considered an ethical violation and a breach of the journal's publication policy.
Ethical Approval
In line with regulations of TRDizin that came into effect in 2020, articles involving human participants
must include an "Ethical Approval Document" with the submission. Ethical approval is mandatory for
all research involving human participants. Information regarding the ethical approval status and the
approval document should be included in the methodology section of the article. Articles lacking the
necessary ethical approval document or missing this information in the methodology section will not
be considered for evaluation.
Ethical Principles and Responsibilities of Editors
Editors of the journal of National Education are expected to:
- Review submitted articles to determine if ethical approval is necessary.
- Ensure all required ethical approval documents are complete.
- Check the similarity levels of submitted articles.
- After the similarity check, either begin the evaluation process or assign an editor.
- Assign at least two reviewers for each article.
- Choose reviewers with expertise in the article’s subject area.
- Ensure diversity in the institutional background of the reviewers.
- Address ethical violation reports from reviewers and make editorial decisions accordingly.
- If there are conflicting recommendations (e.g., one "Reject" and one "Revise/Accept"), assign
a third reviewer.
- Follow up on final decisions based on the third reviewer’s evaluation.
- Monitor the layout, language editing, and DOI assignment for accepted articles.
- Publish final versions of accepted articles.
Ethical Principles and Responsibilities of Reviewers
Reviewers of the journal of National Education are expected to:
- Assess whether the article aligns with their expertise.
- Report any ethical violations to the editor.
- Evaluate the originality and contribution of the article to the field.
- Provide suggestions for improving the article’s development and quality.
- Offer detailed evaluations of the theoretical framework and methodology.
- Make a final recommendation for the article (e.g., "Reject," "Minor Revision," "Major
Revision," or "Accept").
- Submit all evaluations and final recommendations via the "Reviewer Evaluation Form."
Ethical Principles and Responsibilities of Authors
Authors submitting to the journal of National Education are expected to:
- Review the "Ethical Principles and Publication Policy" section before submitting an article.
- Prepare the article according to the "Writing Guidelines."
- Perform a similarity check before submission.
- Submit all required documents during the submission process.
- If ethical approval is required, submit the Ethical Approval Document with the article.
- If ethical approval is not required, justify this in the article and the editor’s note.
- Accept responsibility for the article's ethical aspects and report any ethical violations that arise
at any stage of the process.
- Follow the journal’s template and submit the article.
- Acknowledge whether the article was presented at a scientific event, derived from a thesis, or
includes any acknowledgments or funding sources.
- Revise the article according to reviewers' suggestions if revisions are required.
- Document all changes made during the revision process.
- Upon acceptance, finalize the article and approve it for publication.
- Obtain necessary permissions for third-party visuals, graphics, and supplementary materials.
- Report any ethical violations even after publication.
Publication Policy
Articles submitted to the journal of National Education must be prepared in accordance with the
principle of equality outlined in the Turkish Constitution and the National Education Basic Law. The
content must support fundamental human rights and freedoms, rejecting all forms of discrimination.
No statements should violate individual rights or freedoms, nor should there be expressions that
discriminate based on race, color, language, religion, political preference, ethnicity, ownership, or any
other factor.
Research and data collection tools (e.g., surveys, scales, interview forms, tests) should be developed,
planned, and implemented in accordance with the Constitution of the Republic of Turkey,
international agreements, the Law on the Protection of Personal Data (6698), and all relevant legal
regulations, as well as the specific aims of Turkish national education.
Articles submitted to the journal of National Education should aim to contribute meaningfully to the
literature with original and innovative findings. The originality of the articles should be ensured by
introducing new research topics, problems, methods, techniques, and findings not previously
published. All research processes should be transparent, honest, and in compliance with scientific
standards. Academic integrity and respect for human rights are fundamental to the journal's
publication policy.
As of May 15, 2024, a submission fee of 1000 TL (One Thousand Turkish Liras) is charged for each article submitted to our journal. This fee is collected solely for processing the submission and must be paid regardless of whether the article is accepted or rejected.
This is not an article processing or publication fee. Milli Egitim Journal does not charge any publication fees. The submission fee is a one-time, non-refundable charge that applies at the time of submission.
The fee must be deposited to the account below, and the payment receipt must be uploaded to the system during submission. The payment should be made by the Corresponding Author, and the article title must be clearly stated in the description section of the receipt.

I am a mathematics education researcher with a diverse background in teaching, academic research, and educational policy. I hold an MA in Mathematics Education from UCL Institute of Education (UK), and a PhD from the Mathematics Education Centre at Loughborough University (UK), where I focused on the intersection of mathematical cognition and education.
Over the years, I've worked as a Research Associate at Loughborough University’s Centre for Mathematical Cognition (2021-2022) and in the Department of Psychological Sciences at the University of Missouri (US) (2024-2025). My experience also includes working with the Turkish Ministry of Education as an education expert, contributing to national curriculum development and teacher training (2023-recent).
My research interests lie in mathematical cognition, primary mathematics education, and evidence-based practices that enhance teaching and learning. I am passionate about connecting research with practice to improve educational outcomes on both local and global scales.
Mehmet TAŞPINAR was born in Konya. He completed his primary and secondary education in Konya and undergraduate education in Faculty of Technical Education at Gazi University. He worked as a technical teacher at Technical High Schools and Vocational High Schools in Eskişehir and Elazığ in 1984-1992. In 1992, he started to work as a research assistant in Faculty of Technical Education at Fırat University. He completed his master’s degree in the Department of Educational Sciences at the Institute of Social Sciences in 1993 and he completed his PhD in 1997. He stayed in Ohio State University in America for nine months in 1994 as a visiting scholar. He got the title of Ass. Prof in 1997 and title of Assoc. Prof in 2001. He worked in Turkish Manas University in Kyrgyzstan as a visiting scholar in 2003. He got the title of Prof. at the Department of Educational Sciences, Faculty of Vocational Education, Gazi University in 2007. In the same year, with the scholarship called JICA (Japon International Cooperation Agency), he went to Japan and carried out some works on “The Place of Private Sector in Education” for two months. His primary area of research is Education Programs and Instruction. He worked as a specialist, project manager and beneficiary in projects such as YÖK (Higher Education Council)-World Bank-Industrial Education Project, MTEM, UNICEF, AB-focused projects. He has published books, one of which was published abroad, articles published in international and national journals and conference presentations.
Selçuk Üniversitesi Mesleki Eğitim Fakültesi Çocuk Gelişimi ve Eğitimi Bölümünde 1997 yılında lisans derecesini aldı. Aynı üniversitede Yüksek lisans derecesini duygusal zekâ üzerine yazdığı tezle tamamladı. 2001-2005 yılları arasında Amerika Birleşik Devletleri’nde anne-çocuk etkileşimi, eğitimde alternatif yaklaşımlar, çocuk kitapları ve çocuk kütüphaneciliği konularında çeşitli okul ve kurumlarda çalışmalar yaptı. Anne çocuk etkileşimi üzerine yazdığı tezle 2011 yılında doktor unvanını aldı. 1998 yılında Selçuk Üniversitesi’nde başladığı araştırma görevlisi kadrosundaki görevini 2007 yılında Bolu Abant İzzet Baysal Üniversitesi Eğitim Fakültesi Okul Öncesi Öğretmenliği Anabilim Dalı’nda sürdürdü ve 2012 yılında Yardımcı Doçent kadrosuna atandı. 2010-2012 yılları arasında BAİBÜ Okul Öncesi Eğitimi Uygulama ve Araştırma Merkezinin kuruluşunda görev aldı ve yönetici olarak çalıştı. 2012-2014 yılları arasında Yükseköğretim Kurulu Başkan Danışmanı olarak görev yaptı ve Ankara Üniversitesi Sağlık Bilimleri Fakültesi’nde misafir öğretim üyesi olarak ders verdi. 2014-2016 yılları arasında Millî Eğitim Bakanlığı Talim ve Terbiye Kurul Üyesi görevini yürüttü. 2016 yılından bu yana Ankara Yıldırım Beyazıt Üniversitesi Sağlık Bilimleri Fakültesi Çocuk Gelişimi Bölümü bölüm başkanlığı görevini yürütmektedir. 2019 yılında doçent unvanını almış ve 2025 yılında Profesör olarak atanmıştır. 2019-2021 yılları arasında dekan yardımcılığı görevini yürütmüş ve fakülte yönetim kurulu başkanlığı, enstitü yönetim kurulu üyeliği ile senato üyeliği yapmıştır. 2022-2023 yılları arasında Sağlık Bilimleri Enstitüsü Müdürlüğü görevi, senato üyeliği, kalite kurulu üyeliği, fakülte kurulu üyeliği ve enstitü yönetim kurulu başkanlığı yapmıştır. Avrupa Birliği, TÜBİTAK ve Üniversite kaynaklarınca desteklenen çeşitli projelerde yürütücü, araştırmacı ve uzman olarak görev yaptı. Aile eğitimi, anne çocuk etkileşimi, eğitimde alternatif yaklaşımlar, Montessori yöntemi, bilişsel ve dil gelişimi, çocuk yayınları, etkileşimli okuma, çevre eğitimi, çocuk hakları, değerler eğitimi ve farklılaştırılmış öğretim konularında çalışmaları mevcuttur. Uluslararası ve ulusal dergilerde makaleleri olup, çeşitli kongrelerde bildiriler sunmuştur. Ankara Yıldırım Beyazıt Üniversitesi Mezunları ve Mensupları Derneği yönetim kurulu üyesi olup çeşitli sivil toplum kuruluşlarında gönüllü olarak araştırma geliştirme çalışmaları yürütmektedir.
Prof. Salih Çepni completed his undergraduate education in Mathematics and Science at Karadeniz Technical University (1986), his master's degree at the University of New Brunswick (2006), and his doctorate at the University of Southampton (1994). He was appointed to Karadeniz Technical University, Fatih Faculty of Education, Department of Mathematics and Science as an Assistant Professor in 1993. Çepni, who became an Associate Professor in 1997, became a Professor in the field of Mathematics and Science Education in 2003. Prof. Çepni currently works for Bursa Uludağ University Faculty of Education, Department of Mathematics and Science Education. Prof. Çepni has many articles published in journals indexed in national and international directories. Prof. Çepni's research areas include science education, mathematics education, physics education, chemistry education and biology education.
Lisans eğitimini Hacettepe Üniversitesi Fen Bilgisi Öğretmenliği bölümünde tamamladı. Hacettepe Üniversitesi Eğitim Bilimleri Enstitüsü Fen Bilgisi Eğitimi Bölümünde "Ortaokul Fen Bilimleri Derslerinde Türk-İslâm Bilginlerinin Öğretilmesine Dair Uzman ve Öğretmen Görüşleri" isimli teziyle yüksek lisans (bilim uzmanı) derecesi aldı. Hâlen Ankara Üniversitesi Sosyal Bilimler Enstitüsü Felsefe Bölümü, Bilim Tarihi Anabilim dalında "Osmanlı İmparatorluğu'nda Fen Bilimleri ve Eğitimi (1331-1923)" isimli doktora tezi çalışmasına devam etmektedir. Osmanlıca kitap çevirileri, ulusal ve uluslararası sempozyumlarda sunduğu bildiriler, çeşitli dergilerde makaleleri bulunmaktadır. Araştırma konuları Bilim Tarihi, Fen Bilimleri Eğitimi, Osmanlı Matematik ve Fen Bilimleri Eğitimi Tarihi' dir.
