Hacettepe Law Review aims to contribute to the literature by publishing original and scientific studies in the field of law and other fields related to law twice a year in June and December.
Hacettepe Law Review publishes research articles in Turkish and other foreign languages by academicians, researchers and practitioners in law and other related fields.
Peer-reviewed articles to be published in the journal are peer-reviewed on the basis of double-blind review.
1. Hacettepe Law Review (HLR) is a national and refereed journal; it is published twice a year in June and December .
2. Manuscripts submitted to the Journal should not have been published or under consideration for publication elsewhere.
3. The publication language of the journal is Turkish, but studies in foreign languages that function as scientific communication are also included.
4. Manuscripts submitted to the journal should include Turkish and English titles, Turkish and English abstracts of at least 100 and at most 300 words, and five keywords in each language should be included at the beginning of the manuscript.
5. 12-point font size should be used in the main sections of the manuscript; 10-point font size and 1.5 line spacing in sections such as footnotes, abstracts and tables, and “Times New Roman” or one of the other equivalent typefonts should be used.
6. The citations in the articles submitted to our journal should be based on the OSCOLA 4th Edition citation system.
7. An extended abstract of 750-1000 words in English should be sent with the articles submitted to our journal.
8. Articles submitted to our journal should consist of a maximum of 12,000 words including footnotes and bibliography.
9. At the end of the study, a bibliography should be included in which the sources used are arranged in alphabetical order according to the surname of the author. The bibliography should include only the works that the study refers to. References made in the text should be shown at the end of each page using the “footnote method”. The first reference to a work in footnotes and the works cited in the bibliography should be written in the same format. For the integrity of the journal, the examples shown below should be followed.
If more than one work of the author or authors published in the same year is cited, differentiation can be made by adding letters such as “a”, “b”, “c”, etc. next to the year of publication. This should also be indicated in the bibliography. Abbreviations such as “ibid” can also be used in case of repeated references to the same author or authors' works.
10. Submissions regarding the studies to be evaluated must include the author's name, title, workplace (if any) and contact information (address, telephone and e-mail addresses) and ORCID.
11. The articles should include the following statement: “This article complies with the Research and Publication Ethics Rules of Hacettepe Law Review.

12. Copyright regulations must be respected for the intellectual and artistic works used.
13. It is accepted that authors submit their work for publication “as is”. Manuscripts that do not comply with scientific criteria and/or contain unusual spelling mistakes may be rejected by the Editorial Board without being sent to a referee.
14. The first evaluation of the manuscripts submitted to the journal is carried out by the Editorial Board by simple majority decision and the result of the meeting is recorded in a report (if the author(s) of the submitted manuscript is a member of the Editorial Board, he/she cannot attend the evaluation meeting). Manuscripts that are found suitable for evaluation as a result of the first review are sent to the referee determined by the Editorial Board to be evaluated in terms of whether they are scientifically suitable for publication or not, with the author's name removed from the text in accordance with the principle of “objective evaluation”. The author is not informed which referee the manuscript has been sent to. In line with the referee report, it is decided to publish the article, to request corrections from the author or to reject the article. The Editorial Board decides whether the manuscripts deemed scientifically competent in the referee report will be published or not, or in which issue of the journal they will be published. The author is informed about all these stages via e-mail.
15. In addition to peer-reviewed articles, the journal also publishes translated articles, judicial sentence reviews, reviews of legal rules and book reviews. The Editorial Board decides whether or not to publish such articles.
16. All publication rights of the manuscripts, including full-text publication or republication in all kinds of electronic media, belong to Hacettepe University (University). Authors are deemed to have transferred all publishing (copyright) rights related to their submitted manuscripts to the University; no additional fee is paid to the authors.
The Scientific Research and Publication Ethics Directive of the Council of Higher Education and the International Standards for Editors and Authors of COPE (Committee on Publication Ethics) should be taken into consideration in scientific articles submitted to Hacettepe Law Review. In this context, the Journal undertakes to comply with the above-mentioned national and international rules regarding “Publication Ethics”, “Research Ethics” and “Obtaining Legal/Special Permission”.
Pursuant to Article 8 of the Council of Higher Education's Directive on Scientific Research and Publication Ethics; actions contrary to scientific research and publication ethics are as follows:
a) Plagiarism: Presenting the ideas, methods, data, applications, writings, forms or works of others as one's own work, in whole or in part, without citing their owners in accordance with scientific rules,
b) Forgery: Producing data that are not based on research, editing or changing the work presented or published based on untrue data, reporting or publishing them, presenting a research that has not been conducted as if it has been conducted,
c) Falsification: Falsifying research records and data obtained, falsifying methods, devices and materials that were not used in the research, not evaluating data that are not in accordance with the research hypothesis, manipulating data and/or results to fit the relevant theory or assumptions, falsifying or shaping research results in line with the interests of the persons and organizations receiving support,
ç) Republishing: Presenting more than one work containing the same results of a research as separate works in associate professorship exam evaluations and academic promotions,
d) Slicing : Presenting the results of a research as separate works in associate professorship exam evaluations and academic promotions by inappropriately dividing the results of a research into parts in a way that disrupts the integrity of the research and by publishing a large number of publications without citing each other,
e) Unfair authorship: Including people who have not made active contributions among the authors, not including people who have made active contributions among the authors, changing the author ranking in an unjustified and inappropriate manner, removing the names of active contributors from the work during publication or in subsequent editions, using his/her influence to get his/her name included among the authors even though he/she has not made active contributions,
f) Other types of ethical violations: Failure to clearly indicate the persons, institutions or organizations that provide support and their contributions to the research in the publications of the research conducted with support, failure to comply with ethical rules in research on humans and animals, failure to respect patient rights in their publications, sharing the information contained in a work that they have been assigned to review as a referee with others before publication, misuse of resources, spaces, facilities and devices provided or allocated for scientific research, making completely groundless, unwarranted and deliberate accusations of ethical violations.
Responsibilities of Authors
1. For studies that require Ethics Committee permission, the necessary permissions from ethics committees or commissions must be obtained and these must be specified in the content of the article. In the absence of these permissions, the publication will be returned to the author at the preliminary review stage. Research requiring Ethics Committee permission is as follows:
- All kinds of research conducted with qualitative or quantitative approaches that require data collection from participants using survey, interview, focus group study, observation, experiment, interview techniques
- Use of humans and animals (including materials/data) for experimental or other scientific purposes,
- Clinical trials in humans,
- Research on animals,
- Retrospective studies in accordance with the law on the protection of personal data,
Also;
- Stating that the “informed consent form” has been obtained in case presentations,
- Obtaining and indicating permission from the owners for the use of scales, questionnaires, photographs belonging to others,
- Indication of compliance with copyright regulations for the intellectual and artistic works used
It should be stated whether ethics committee approval and/or legal/private permission is required. If these permissions are required, it should be clearly presented from which institution, on which date and with which decision or number number the permission was obtained.
2. Submitted manuscripts must be the original work of the author(s).
3. All authors named in the article have equal responsibility for the submitted and published articles.
4. Submitted articles must not have been previously published and must not be under consideration for publication elsewhere in the original language of the article or in any other language.
5. Any possible conflict of interest should be clearly stated.
6. Plagiarism and falsification of data should be avoided.
7. During peer review, raw data on the research must be made available if requested by the reviewers.
8. Copyright regulations must be respected for the intellectual and artistic works used.
9. Articles should include a statement that Research and Publication Ethics are followed.
Responsibilities of Referees
1. All articles must be evaluated fairly on the basis of the scientific content of the work, without regard to the author's gender, ethnicity, race, religion, nationality or political affiliation.
2. In cases where the content of an article submitted for review is considered to be incompatible with the scientific field or background of the proposed referee, or in cases where a rapid review cannot be carried out within the proposed timeframe, the Editor should be notified and the proposal to referee the article should be rejected.
3. The confidentiality of the peer review process should be respected; information about the article being reviewed or the review process and its aftermath should not be shared with third parties.
4. Peer reviews should be conducted objectively and constructively, without hostility or provocation, and without disparaging personal comments.
5. If a conflict of interest is observed during the review process, it should be reported to the Editor.
6. Information or ideas obtained through peer review should be kept confidential and should not be used for personal advantage.
7. If any information that may lead to the rejection of the article for publication is accessed, the Editor should be notified.

Editor's Responsibilities
1. The editor has the responsibility and authority to accept or reject manuscripts.
2. All manuscripts should be evaluated fairly on the basis of the scientific content of the work, without regard to the author's gender, ethnicity, race, religion, nationality or political affiliation.
3. No conflict of interest should be involved in accepted or rejected manuscripts.
4. Only original articles that will contribute to the field should be accepted for publication.
5. The submitted manuscripts should be evaluated by at least two referees according to the double-blind refereeing system and the referees should be kept confidential.
6. All information about the submitted manuscripts should be kept confidential.
7. Incomplete and erroneous manuscripts that do not comply with the journal policy and publication rules should be rejected without any influence.
8. The Editorial Board is responsible for the decision to publish the submitted manuscript based on peer review, the editorial board policies of the journal, and taking legal measures against plagiarism, defamation and copyright infringement.
