Special Issue Policy

Milli Egitim Journal may publish special issues upon the decision of the Editorial Board in order to contribute to the dissemination of current developments, priority research topics, and original scholarly studies in the field of education. Special issues are planned in accordance with the aims and scope of the journal and, as a general principle, are published no more than once every two years.

Special issues are prepared and published in accordance with the journal’s publication policies, ethical principles, and quality standards applied to regular issues.

Editorial Responsibility

The planning, preparation, review, and publication processes of special issues are carried out within the journal’s editorial structure under the coordination of the Editor-in-Chief, the Editorial Board, and the editors.

The journal’s editorial management is responsible for ensuring the scientific quality of the published content, adherence to publication ethics, and the integrity of editorial processes. The Editor-in-Chief retains ultimate editorial responsibility and final decision-making authority for all special issues.

Appointment and Supervision of Guest Editors

When deemed necessary, guest editors with recognized expertise in the relevant field may be appointed for the preparation of a special issue. The academic qualifications, areas of expertise, and editorial experience of guest editors are evaluated and approved by the Editor-in-Chief and the Editorial Board.

Guest editors perform their duties under the supervision of the Editor-in-Chief and the Editorial Board. Where necessary, the Editor-in-Chief or the Editorial Board may provide guidance and make arrangements regarding editorial processes.

Submission and Peer Review Process

Manuscripts submitted to special issues are subject to the same editorial screening and double-blind peer review procedures applied to regular issues of the journal. No exceptional review procedures are implemented for manuscripts submitted to special issues.

Each manuscript is evaluated by at least two independent reviewers with expertise in the relevant field. Decisions regarding acceptance, revision, or rejection are made in accordance with the journal’s publication policies and ethical principles.

All articles published in a special issue are clearly identified as part of a special issue.

Management of Conflicts of Interest

The journal follows its publication ethics policies and internationally recognized ethical principles in preventing and managing conflicts of interest that may arise during special issue processes.

Guest editors, reviewers, and authors are required to disclose any potential conflicts of interest. In cases where a conflict of interest exists, all editorial procedures concerning the relevant manuscript are conducted by an editor or Editorial Board member who has no conflict of interest.

Manuscripts Authored by Guest Editors

Manuscripts authored or co-authored by guest editors are processed independently and without the involvement of the relevant guest editor in any stage of the editorial evaluation. The editorial management of such manuscripts is undertaken by the Editor-in-Chief or by an independent editor designated by the Editor-in-Chief.

These manuscripts are subject to the same editorial screening and double-blind peer review procedures as all other submissions.

The number of articles authored or co-authored by guest editors may not exceed twenty-five percent (25%) of the total number of articles published in the relevant special issue.

Compliance with Journal Policies

All manuscripts published in special issues are evaluated in accordance with the journal’s aims and scope, publication ethics principles, open access policy, copyright policy, peer review procedures, and other editorial regulations.

Articles published in special issues are subject to the same standards of scientific quality, ethical requirements, and evaluation procedures as those published in regular issues of the journal.
