Abdullah YİNANÇ was born in 1962 in the Elbistan district of Kahraman Maraş. He
completed his primary and secondary education in Elbistan and his high school education in
Kahraman Maraş.
He graduated from Faculty of Engineering and Architecture, Environmental Engineering, 9
Eylül University in 1987.
He completed his Master's Degree in Institute of Science, Environmental Technology Chair,
Sivas Cumhuriyet University in 1995.
He did master of public administration specialization at the Public Administration Institute for
Turkey and the Middle East (TODAIE) (1993-1997).
He started his doctorate study on Waste Water Treatment and Systems in 1996 and completed
it in 2011.
He completed his undergraduate education at Public Administration Department in Anadolu
University (2012-2016).
After working for a short time at the Institute of Marine Sciences at 9 Eylül University (1987-
1989), he did various project and contracting works in his own company between 1987 and
1989.
He started his career in Sivas Municipality in 1989. He served as Engineering and
Infrastructure Manager at BSO, respectively (1989-1996).
In 1996, he was appointed to the Branch Manager of the General Directorate of Istanbul
Water and Sewerage Administration (İSKİ).
Respectively:
Customer Service Regional Directorate (1996-2000),
Wastewater Treatment Department (2000-2003),
Head of Sewerage Department (2003-2007).
At the same time, he did administration of 3 companies affiliated to the Istanbul Metropolitan
Municipality.
Respectively:
He served as a member of the Supervisory Board and Board of Directors of AĞAÇ AŞ and
İSFALT AŞ General Directorate (1999-2004).
He served as a Member of the Board of Directors and Deputy Chairman at the General
Directorate of İSTAÇ AŞ (2004-2007).
Consultant of the Ministry of Public Works and Settlement (2007-2010),

He carried out the task of technical specialist at the Ministry of Environment and
Urbanization (2010-2015).

He was appointed as a faculty member (Asst. Prof.) to Technical Sciences Vocational School
Construction Department, Namık Kemal University in 2015.
He served as the General Secretary of Namık Kemal University for 3 years between 2016 and
2019.
In the last 20 years, he has been active role and executive in 22 large and medium-sized
projects (projects belonging to municipalities, subsidiaries and Ministries, EU, IPA and other
Funds).
He worked as a coordinator, assistant coordinator and expert researcher in the preparation
stages of 9 comprehensive projects of the Ministry of Development, TUBITAK, EU and
World Bank and the implementation of 6 of them. He still performs different tasks in some
projects.
Abdullah YİNANÇ is married and has three children. He is also the Director of Çorlu
Vocational School, Tekirdağ Namık Kemal Univerity in addition to his academic career as an
assistant professor in Technical Sciences Vocational School, Tekirdağ Namık Kemal
Univerity.
