Book Review

The Journal of Ottoman Civilization Studies [OSMED] presents a scientific inventory of the interaction studies between individuals and societies in the Ottoman State. Its scope is to publish authentic studies of Ottoman Empire societies and cultures by social scientists in anthropology, sociology, history, and political science. The journal focuses on problems and possibilities, as well as the past and the future. The comparisons between cultures and societies are made as far as possible. Articles must be predicated on authentic research and analysis.

The Journal of Ottoman Civilization Studies [OSMED] was adopted as a principle for publishing in fields related to Ottoman History, Ottoman Civilization, and Ottoman geography.

OSMEd organizes or supports academic conferences, symposia, workshops, etc., in-country or abroad. It includes the full versions of the proclamations submitted to these studies only if they have not been published elsewhere.

The journal presents a scholarly account of studies of individuals and societies in Ottoman Civilization. Its scope is to publish original research by social scientists in anthropology, sociology, history, political science, and related social sciences about Ottoman Empire societies and cultures and their relationships. The journal focuses on problems, possibilities, and the past and future. Where possible, it compares cultures and societies. Articles should be based on original research and can be co-authored.

The author(s) are responsible for the ideas and viewpoints in the scientific articles published in The Journal of Ottoman Civilization Studies [JOCS]. Articles submitted for publication are sent to at least two experts in their fields, using the double-blind referee process. In the case of a referee's negative assessment, the text is sent to a third referee. The last is the journal advice, and the publication board makes decisions. To implement the two-sided blind referee method, the authors do not need to include any information in their text that reveals their identity before submitting it to the system. Author information will be added later by the editors in the correction step.

Articles are only submitted through the Open Journal System.

Authors should upload their articles to the system after they have written and edited them in accordance with the journal's article template.

  • Cases such as name similarities, surname changes, names with Turkish letters, different spellings, and institution changes may create problems in publication/citation searches using the author's name. Researchers need to obtain their depiction or identity/number (ID). For this reason, all of our writers are required to register for ORCID. It is recommended that our authors request their ORCID and include it in journals and articles, as ORCID will be used to ensure standardization in joint studies with YOK.
  • ORCID is the abbreviation of Open Researcher and Contributor ID. ORCID is a 16-digit, numbered URI compatible with the ISO Standard (27729), the International Standard Name Identifier (ISNI).
  • You can create a free individual ORCID at http://orcid.org.
  • Authors should upload their articles to the system after they have written or edited them in accordance with the journal's article template.
  • The studies sent to the journal are expected to be between 5,000 and 12,000 words. Books and other promotional materials should be no more than 1,500 words.
  • The editorial board reviews the articles uploaded to the system by the authors and then decides whether to include them in the assessment.
The editors review every article submitted to the Journal of Ottoman Civilization Studies for originality and plagiarism, using similarity-detection programs such as iThenticate, Turnitin, and İntihal. Articles with more than 20% plagiarism are returned to the author without being taken to the assessment process. If the resemblance is not apparent in the articles or other works to the degree of 20% or above, the studies are sent to two referees who are experts in the field. Regarding the positive report that referees receive, the article is published. If one of the referees' adverse reports is noted and the editor deems it necessary, the article is sent to a third referee for review. If the third referee's report is positive, the article is published; otherwise, it is not published. If the article is not assessed within the time given to the referee, the article is sent to another referee. A single referee report is deemed satisfactory for book reviews. It is forwarded to a second referee if needed.

Articles should be prepared using reference management programs such as Zotero or EndNote and submitted in that format. Articles not submitted in this format will not be considered. 

Spelling Rules

Text
 

1. Paper size: Width 16,50cm; height 24 cm. 1.5 glass gaps should be left on all sides.

2. The text of the article should be written in Times New Roman font, 11 pt. size, single-column, 1-line spacing, and footnotes should be in 9 pt.

3. Paragraphs should start with a 0.75 cm indent; no space should be left between paragraphs.

4. When it is necessary to emphasize something in the text, italic emphasis should be used.

5. Footnote numbers should be given after the pt.

6. Direct quotations should be given by passing 2 - 3 lines or, if necessary, with a 10-point and 0.75 cm space from the left side.

7. 6 nk spaces should be left before and after the paragraphs. The space key should not be used in spaces before the paragraph.

8. Parents, such as page breaks and chapter ends, should not be used throughout the text. Articles received in this manner are returned to the author without being evaluated.

9. There should be no information about the author in the text.

10. The points used at the end of the sentence in the text should be before the footnote.

11. The studies sent to the journal should be at least 5,000 words, excluding footnotes and bibliography. It should not exceed 12,000 words unless required. The suffixes that must be used compulsorily in the study are not included. Books and other introductions should be between 1,500 and 1,750 words.

12. Articles not sent according to the spelling rules are returned to the author without being evaluated. The same study has not been retaken.

The Article Title

1. The title should clearly define the article's subject, field, and the limits of its problems.

2. The title should be in bold and centered, with the expectation of its conjunctions in uppercase in its first letters and in 11 font size (Times New Roman).

Abstract/Keywords

1. Every article should have a Turkish and English abstract at the beginning.

2. The abstract should contain the purpose of the article, its essential findings, and conclusions.

3. The abstract should be justified[150-200 words] and written in a manner that does not exceed 200 words.

4. The abstract and keywords should be written in Times New Roman font type, 10 font size, and with single line spacing.

5. At the bottom of the abstract, include a minimum of 3 and a maximum of 5 keywords that describe the article's content.

Title and Subtitles

1. All titles should be written in Times New Roman font style, with 11 font size.

2. In the section titles, the first letters of the words should be upper case, while the others should be lower case, with centered and bold letters.

3. In the sub-title section, the first letters of the words should be upper case, while the others should be lower case, with left-centered and bold.

4. In the third or fourth-level titles, the first letters of the words should be uppercase, while the others should be lowercase, using the paragraph title.

The Display of Table and Figure/Visual

1. Tables and figures should be prepared to be published and used when indicated in the text.

2. Tables and titles should be in Times New Roman, with a 10 font size and single spacing.

3. In the title of the tables, the first letter of every word should be uppercase.

4. The texts in the table should be single-spaced, with a gap of 0 pt before and after, and written without adding spaces between paragraphs of the same style.

5. There should be no vertical lines in the table.

6. The width of the lines within the table should be measured according to a width of 1 / 2 pt.

7. There should be a 12-point gap before and after the table.

8. In the display of the table's title and the table's number, the table's number should be bold and left-centered, and the table's title should be standard and left-centered. E.g., Table 1.The Information about the Gender of the Participants

9. In displaying the titles of the figures and visuals, the number of the figure/visual should be bold and centered, and the title of the figure/visual should be regular and centered. E.g., Figure 1. Turkey Cities Map

Ethical Principles 

The Journal of Ottoman Civilization Studies adheres to universal publication standards as a matter of principle. All components of the publication process—the publisher, editors, authors, reviewers, and readers—must comply with ethical principles when conducting studies in accordance with scientific rules. The Journal of Ottoman Civilization Studies adheres to international research and publication ethics standards. It has adopted the International Principles of Ethical Publishing published by the Committee on Publication Ethics (COPE), the Directory of Open Access Journals (DOAJ), the Open Access Scholarly Publishers Association (OASPA), and the World Association of Medical Editors (WAME). Authors submitting their work to the journal are required to comply with COPE and the following ethical principles prepared within this framework.

The Ethical Responsibilities of The Publisher

The Journal of Ottoman Civilization Studies is a nonprofit publication established.

The Journal of Ottoman Civilization Studies has been published since 2014 in accordance with universal rules.

The Editors Council of the Journal of Ottoman Civilization Studies comprises experts in their fields, whether in the country or abroad. Experts in Ottoman History, Culture, and Civilization serve on the Editorial Council. Depending on the article's subject, the editor can, when necessary, send an article to faculty members who are not members of the Editors Council for analysis as field editors.

The Responsibilities of the Editors Council of The Journal of Ottoman Civilization Studies

  • The Editors Council of the Journal is responsible for all of the articles submitted to The Journal of Ottoman Civilization Studies, in fact, from all of the processes after its publication, and the Editors' Council is aware of this responsibility. This responsibility requires independent decision-making, without personal gain, and only with public welfare in mind when making decisions about the journal. The relationship between the publisher and the Editors Council is based on the principle of independence, and all decisions made by the editors are independent of the publisher and other persons and establishments.
  • The Editors Council of the Journal of Ottoman Civilization Studies strives to continually develop the journal and elevate its publication quality.
  • The Editors Council of The Journal of Ottoman Civilization Studies ensures the determination and implementation of journal policies, including publication, blind review, the assessment process, and ethical principles.
  • The Editors Council of The Journal of Ottoman Civilization Studies protects the copyright of the article author published in the journal.
  • The Editors Council of the Journal of Ottoman Civilization Studies is responsible for taking precautions regarding intellectual property rights, non-scientific-ethical behaviors, plagiarism, and reference (attribution) gangsterism in the article and journal publication process.
  • The Editors Council of the Journal of Ottoman Civilization Studies keeps records of every article and correspondence about the journal, written or printed, through Dergipark and its means.
  • The Ethical Responsibilities of the Editors, Editors Facilitators, and Field Editors
  • Editors try to accommodate the information needs of the referees, author(s), researchers, and readers, provide feedback when necessary, manage the publishing process, and make corrections according to the principle of clarity in subjects where an explanation is needed.
  • Editors are attentive to the article's authenticity and its contributions to the scientific literature, readers, researchers, and operators when deciding whether to publish the article.
  • Editors consider the authentic value of the article, its contribution to the field, the validity and trustworthiness of its research method, the clarity of its verbalism, and the purpose and extent of the journal while making a positive or negative decision about the article.
  • Editors, if the submitted articles do not have a significant issue, consider them in the pre-evaluation stage, be attentive to the positive referee suggestions, and, if they do not have a severe problem, won't change the decisions taken by the previous editor(s).
  • Editors perform the blind review and evaluation process, following the journal's publication policies, keep referees' identities confidential, and ensure that every article is assessed in a non-biased way and within its time.
  • Editors send articles with attention to the professionalism of field editors and referees, and they support unbiased, independent evaluations.
  • Editors, for a non-biased evaluation of the article, consider the conflict of interest—united interest—between the referees and the author(s).
  • Editors are searching for the creation of a wide range of references that are constantly updated.
  • Editors, block evaluations that are not aligned with academic etiquette and are non-scientific.
  • Editors make sure that journal publication processes are aligned with publishing policies and guides, inform those whore are involved in the process about the developments of the publishing policies, and prepare a training program if necessary.
  • Editors communicate effectively with everyone involved in the publication process and schedule periodic meetings.
  • Editors ensure that personal data is protected in the evaluated journals; they protect the personal data of authors, referees, and readers.
  • Editors are attentive to the protection of human and animal rights in the article; they care about documenting the open confirmation of the article's participants; and if the ethical council approval for the journal's participants indicates that they are not allowed in experimental research, they reject the article.
  • Editors take precautions for malpractice. If it is suspected that malpractice may be the case, they share the data about the subject through an objective investigation.
  • Editors ensure that the errors, omissions, or misleadings in the articles are corrected.
  • Editors protect the intellectual property rights of published articles and, in the event of a breach, defend the rights of the journal and the author(s). Also, they take necessary precautions regarding the articles' contents and whether they breach other publications' intellectual property rights; they conduct an originality-similarity audit.
  • Editors are attentive to the criticisms intended for articles published in the journal, and they give the right to respond to the author(s) of the criticized articles.
  • Editors consider the works that contain adverse outcomes as well.
  • Editors analyze the remonstrances related to the Journal and make the necessary explanations.
The Ethical Responsibilities of the Referees

In the article evaluation process of The Journal of Ottoman Civilization Studies, it is applied a two side blind referee principle where the author(s) don't know the referees and the referees don't know the authors; the referees can't communicate directly with the authors; the article evaluation forms and the wish the correct which is specified on the text is conveyed to the author(s) through journal administration system by the editors. The referees who are going to evaluate the articles that are submitted to The Journal of Ottoman Civilization Studies should carry these ethical responsibilities:
  • Referees should only accept and evaluate articles related to their specialty.
  • Referees should evaluate in a non-biased, confidential manner. By this principle, they should dispel the articles they analyze after the evaluation process and use them after publication. Nationality, gender, religious beliefs, political beliefs, and commercial concerns should not compromise the neutrality of the evaluation.
  • When referees recognize a conflict of interest—unity of interest—they should not evaluate the article and should inform the editors.
  • Referees should evaluate in accordance with academic etiquette, using constructive language, and avoid personal commentary that could be defamatory or incite enmity.
  • Referees should evaluate the article they accepted within the given time.
The Ethical Responsibilities of the Authors

The ethical responsibilities of the author(s) who submitted an article to The Journal of Ottoman Civilization Studies:

  • Author(s) should not submit an article that they have published or submitted to be published in another place; they should not submit more than one article of their own at the same time to The Journal of Ottoman Civilization Studies.
  • Author(s) should submit authentic articles to The Journal of Ottoman Civilization Studies.
  • Author(s) should attribute (reference) to the resources that they benefited from while writing the article correctly and in accordance with ethical principles.
  • Author(s) who did the article should not be listed, and the processes of changing them, omitting an author, and supplementing an author's position should not be suggested in a non-contribution.
  • They should inform the editors of any individuals with conflicts of interest or unity of interest in an article submitted for publication.
  • If information or crude data is requested from the author(s) related to their articles during the evaluation process, they should present the expected information to the Editors.
  • Author(s) should document the verification of the right of use of the data they used in their articles, the allowances related to research analysis, or the confirmation of the participants they researched.
  • Author(s) should communicate with the editor when they realize an error in the evaluation or early appearance of their article, published in a digital setting, that is in the process of informing, correcting, or retracting.
  • The author(s) should obtain the ethics committee approval for studies that require data collection through quantitative or qualitative methods such as experiments, questionnaires, scales, interviews, observations, and focus group studies, which require an ethics committee decision; ethics committee name, decision date, and number should be stated on the first and last page of the article and in the method section, and the document showing the ethics committee decision should be uploaded to the system with the application of the article. In addition, the article should include information on obtaining the informed consent/approval form in the case reports.
  • The author(s) should present evidence within the article related to their being attentive to the ethical principles in the data gathering process (for example, getting approval from someone to use their documents, such as a scale, survey, or photograph). The article should state that it aligns with the regulations on research and publication ethics and on the copyright of intellectual and artistic products. If the research is conducted on human or animal subjects, it should be noted that it is performed in accordance with the International Alliance's notices and guides.
  • Ethical council approval is not required from the author(s) for compilation articles. With that, in articles that do not need an ethical council decision, the absence of a requested ethical council decision should also be included on the journal's first page and in the methods section.
Misconduct, Correction, and Retraction Policy

In cases of misconduct, The Journal of Ottoman Civilization Studies adopts a rigorous approach to investigation and transparency, issuing article retractions or corrections when necessary. The primary measures the journal implements to address ethical issues and misconduct include: thorough evaluation; investigation of allegations (following established protocols based on COPE guidelines); confidentiality and impartiality; and clear, transparent communication.

Article retraction is considered an extreme measure and is only taken when it is confirmed that a published article contains incorrect information or has been affected by ethical misconduct, such as plagiarism, data manipulation, or serious errors that compromise the credibility of the study. The journal's retraction policy follows best practices as recommended by OSMED and COPE, ensuring the integrity of scientific publication and preserving the trust of readers and the academic community.

The journal also adopts other forms of correction when necessary, in accordance with OSMED guidelines for issuing errata and addenda, to ensure that errors are corrected transparently and responsibly. If an article contains minor or non-compromising errors, the journal will publish an erratum to correct the information. When it is necessary to add relevant details to content already published, without modifying the original content, the journal may publish an addendum.

In The Journal of Ottoman Civilization Studies, unethical behavior related to the editors, referees, and authors, or in the case of encountering a non-ethical situation relating to an article that is in the process of evaluation, early appearance stage, or a published one, its intimation to the osmanlimedeniyeti@hotmail.com address through a message will enrich our publication quality.

Publication Policy

The Editorial Board determines the journal's publication policy. Academic impartiality and scientific quality are the most important criteria for evaluating articles submitted for publication. The Journal of Ottoman Civilisation Studies employs a double-blind peer-review process. Every article that completes the evaluation process is assigned a DOI. It can be published in early view on the journal's website with an assigned issue and page number. All methods are conducted transparently.

Authors of works submitted to the Journal of Ottoman Civilisation Studies take into account the reviewers' and the Editorial Board's criticisms and suggestions. If they disagree with any points, they have the right to object and provide their reasons. Referee reports are stored digitally in the DergiPark system. Authors submitting articles to the Journal of Ottoman Civilisation Studies are deemed to have accepted the journal's referee evaluation conditions and process.

The Editorial Board reserves the right to make changes to accepted manuscripts that do not alter the substance of the article. The Editorial Board may appoint a guest editor if deemed appropriate. An author may submit more than one article at a time, including co-authored articles. An author may have a maximum of one article published in a single issue. Researchers may submit another article on the same problem after their article is published. The journal also prioritizes author diversity.

Members of the journal editorial board may also submit articles to the journal. However, in this case, the member in question is not assigned any role in the process. While the article is under review, the authors' editorial roles are suspended to ensure they do not participate in the review process, thereby maintaining double-blind peer review.

The journal is published four times a year, in March, June, September, and December. 


The Journal of Ottoman Civilization Studies Inter-University Council [ÜAK] Associate Professor Criteria Frequently Asked Questions By Article 20, fees are charged during the publication process. The journal uses paid services for preliminary evaluation, editorial review, language checking, secretarial services, spelling and punctuation checks, layout checks, graphic design, and participation in international indexes; therefore, fees are charged regardless of whether the article is accepted or rejected. A payment receipt must be submitted for the review process to begin. Submission fees paid by authors whose submissions are rejected by the reviewers cannot be refunded.

Note 1: Do not deposit the fee until you receive an e-mail from the journal secretariat or publisher. For articles whose preliminary review is complete, the journal secretariat or publisher will be informed separately of the fee.
