Hacettepe Journal of Health Administration is the publication of Hacettepe University Faculty of Economics and Administrative Sciences Department of Health Management. It is published for follow the developments in the field of health management, to create a qualified resource in this field and to support the development of qualified academic publications in this field in Turkey.

In Hacettepe Journal of Health Administration; research, review, observation and opinion, papers, reports, translations and announcements type articles written on topics such as health services and health institutions management, health policy and planning, health economics, human resources management in health care, marketing, production, financing and quality management in health services, health law, public health and epidemiology etc.

Articles prepared in accordance with the publication rules and submission guidelines stated below can be sent via the DergiPark system.


1. The language of the journal is Turkish and English.


2. Article files should only be sent in Microsoft Word format.


3. Page Layout: A4 size, margins left, right and bottom 2.5 cm, 3 cm from the top, Times New Roman font, 11 pt, single line spacing, with 12 nk space before and after the paragraph and the paragraph head is 0.5 It should be written with cm indentation. 4. Section Titles: In first level headings, all words should be written in capital letters, bold, 11 pt. Times New Roman font, aligned to the left and numbered with Roman numerals. Second-level and lower-level titles should be written only with the first letter of the words in capital and the others in lowercase, 11 pt, Times New Roman font, aligned to the left and numbered.


5. Figure and Table Display: The name of the figure and table should be written in Times New Roman font, 11 pt. Bold and numbered, aligned to the left at the top of the table or figure.


6. Manuscripts sent to Hacettepe Journal of Health Administration should be sent in two separate word files as "title page and main text".


Title Page: The type of the article, Turkish and English title, short article title not exceeding 10 words, names and titles of the authors, affiliated institutions, e-mail addresses, full correspondence address of the responsible author, telephone and ORCID numbers of all authors. In addition, author contributions, financial support, conflict of interest, acknowledgment and ethics committee permission (name of the board, date and number) should be indicated.


Main Text: Research articles; should be presented in the form of abstract, introduction, method, findings, discussion and conclusion sub-headings. Tables, graphics and figures to be given should be presented and numbered where they should be shown in the text. Author names or affiliated institutions information should not be included in the main text. The summary of the article should be prepared in Turkish and English, not exceeding 300 words. Keywords should be written in Turkish and English, separated by commas, the number should be at least three and at most five.


7. All submitted articles should be checked for plagiarism (similarity) by the authors. Plagiarism scans should be done through iThenticate or Turnitin software. Searching should be done by excluding the "references, quotations and parts of the text with less than 5 words similar".


8. Articles produced from the thesis must be indicated on the cover page. Thesis name, advisor name, university and department information should be included.


9. Reference Citation: APA (American Psychological Association) reference style should be used in citation and reference. All references to the article should be specified in accordance with the APA 7th Edition format. For detailed information about APA 7th version:

The principles published by the Committee on Publication Ethics (COPE) are adopted as open access in ethical duties and responsibilities in Hacettepe Journal of Health Administration. Therefore, for Conducting, Reporting, Editing and Publishing studies, authors, reviewers, and editors are expected to follow the best practice guidelines on ethical behavior contained here.


DUTIES AND RESPONSIBILITIES OF EDITOR

Fair play and editorial independence
Editor evaluate submitted manuscripts exclusively on the basis of their academic merit (importance, originality, study’s validity, clarity) and its relevance to the journal’s scope, without regard to the authors’ gender, ethnic origin, citizenship, religious belief, political philosophy or institutional affiliation. The Editor-in-Chief has full authority over the entire editorial content of the journal and the timing of publication of that content.


Confidentiality
Editor and editorial staff will not disclose any information about a submitted manuscript to anyone.


Publication decisions
The editor ensure that all submitted manuscripts being considered for publication undergo peer-review by at least two reviewers who are expert in the field. The Editor-in-Chief is responsible for deciding which of the manuscripts submitted to the journal will be published, based on the validation of the work in question, its importance to researchers and readers, the reviewers’ comments, and such legal requirements. The Editor may confer with editorial staff or reviewers in making this decision.


Involvement and cooperation in investigations
Editor will take responsive measures when ethical concerns are raised with regard to a submitted manuscript or published paper. Every reported act of unethical publishing behaviour will be looked into, even if it is discovered years after publication. If, on investigation, the ethical concern is well-founded, a correction, retraction or other note as may be relevant, will be published in the journal.


Conflicts of interest
Editor will recuse themselves from considering manuscripts in which they have conflicts of interest resulting from competitive or collaborative connections with any of the authors, companies or institutions connected to the papers; instead, they will ask another member of the editorial board to handle the manuscript.


DUTIES AND RESPONSIBILITIES OF REVIEWERS

Contribution to editorial decisions
Peer review assists editors in making editorial decisions and, through editorial communications with authors, may assist authors in improving their manuscripts. Peer review is an essential component of formal scholarly communication and lies at the heart of scientific endeavour.


Promptness
Any invited referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should immediately notify the editors and decline the invitation to review so that alternative reviewers can be contacted.


Confidentiality
Any manuscripts received for review are confidential documents and must be treated. They must not be shown to or discussed with others. This applies also to invited reviewers who decline the review invitation.


Standards of objectivity
Reviews should be conducted objectively and observations supported clearly with literature findings so that authors can use them for improving the manuscript. Personal criticism of the article is inappropriate.


Acknowledgement of sources
Reviewers should identify relevant published work that has not been cited by the authors. Any statement or finding that has been reported in previous publications should be accompanied by the relevant citation. A reviewer should also notify the editors of any substantial similarity or overlap between the manuscript under consideration and any other manuscript (published or unpublished) of which they have personal knowledge.


Conflicts of interest
Any invited referee who has conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies or institutions connected to the manuscript should immediately notify the editors to declare their conflicts of interest and decline the invitation to review so that alternative reviewers can be contacted.
Unpublished material disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the authors. Privileged information or ideas obtained through peer review must be kept confidential and not used for the reviewer’s personal advantage. This applies also to invited reviewers who decline the review invitation.


DUTIES AND RESPONSIBILITIES OF AUTHORS


Reporting standards
Authors of research article should present an accurate account of the work performed and the results, followed by an objective discussion of the significance of the work. The manuscript should contain sufficient detail and references to permit others to replicate the work. Review articles should be accurate, objective and comprehensive. Fraudulent or knowingly inaccurate statements constitute unethical behaviour and are unacceptable.


Data access and retention
Authors may be asked to provide the raw data of their study together with the manuscript for review. In such a case, the author (s) should be ready to present the expected data and information to the editorial board. Also, authors should ensure accessibility of such data for at least 10 years after publication provided that the confidentiality of the participants can be protected and legal rights concerning proprietary data do not preclude their release.


Originality and plagiarism
It is expected that the studies submitted by the authors will be original. Authors should ensure that they have written and submit only entirely original works, and if they have used the work or expression of others, that this has been appropriately cited. Plagiarism takes many forms, from "passing off" another's paper as the author's own, to copying or paraphrasing substantial parts of another's paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms constitutes unethical publishing behaviour and is unacceptable. All submitted articles should be checked for plagiarism (similarity) by the authors. Plagiarism scans should be done through iThenticate or Turnitin software.


Multiple, duplicate or concurrent submission
Authors cannot have their work in the application process of more than one journal at the same time. Each application can be started following completion of the previous application. Hence, authors should not submit for consideration a manuscript that has already been published in another journal. Submission of a manuscript concurrently to more than one journal is unethical publishing behaviour and unacceptable.
The article proposed to Hacettepe Journal of Health Administration has not been published before, has not been accepted for publication and is still not in the evaluation phase to be published elsewhere, it should be clearly stated in the Copyright Transfer Form by the author (s) and approved by each author. Papers that have not been published in the congress book in full text can be evaluated in the journal, provided that they are stated in writing.


Authorship of the manuscript
Only those who have made significant contributions to the development, design, execution, data acquisition, analysis, interpretation of the study, who have written the article or critically revised it in terms of content, and who have seen the final version of the article, approved, and accepted to be submitted for publication should be listed as authors in the article. The corresponding author should ensure that all appropriate coauthors are included in the author list and verify that all coauthors have seen and approved the final version of the manuscript and agreed to its submission for publication.


Ethics committee, human rights
If the work involves the use of human participants, authors must ensure that all procedures are carried out in accordance with relevant laws and institutional guidelines and that appropriate institutional committees approve them. Ethics committee approval must be obtained for research that requires an ethics committee decision, this approval must be stated and documented in the article.


Peer review
Authors are obliged to cooperate fully by responding promptly to editors’ requests for raw data, clarifications, and proof of ethics approval and copyright permissions. In the case of correction request, authors should respond to the reviewers’ comments systematically, and in a timely manner, revising and re-submitting their manuscript to the journal by the deadline given.


Conflicts of interest
Authors should disclose any conflicts of interest that might be construed to influence the results or their interpretation in the manuscript at the earliest stage possible. Financial issues such as salary, educational grants, membership, employment, consultancy, share ownership, paid expert testimony and patents or personal, professional relationships, connections, information or beliefs about the subject, data contained in the article are examples of potential conflicts of interest. All sources of financial support for the work should be disclosed.


DUTIES AND RESPONSIBILITIES OF PUBLISHER


The publisher is committed to the permanent availability and preservation of scholarly research and ensures accessibility. It protects the property and copyright of every article published in Hacettepe Journal of Health Administration and undertakes the obligation to keep the record of every published copy.
The relationship between editor and publisher is based on the principle of editorial independence. All decisions taken by the editor are independent of the publisher and the magazine owner.



The publication and execution of the article processes of the articles submitted or accepted for publication to Hacettepe Journal of Health Administration are free of charge.
