The Black Sea is one of the rare basins in the world that has witnessed numerous political, social and cultural movements since its beginning. From the early ages; the tribes in the north of Rome and the Black Sea, then the Turkish states established in the geographies surrounding the Black Sea between the 13th and 20th centuries, the Ottoman Empire and Russia were counted among the forces affecting all kinds of events in the region. During the decline of the Ottoman Empire, especially after the opening of international maritime transport and trade after 1774, the geography surrounding the Black Sea became the area of reckoning of international actors in the 19th century. In this context, the Anglo-Russian struggle for influence in the region is worth explaining.
As one of the most important developments in the history of the region the process of the collapse of the Ottoman Empire and the establishment of the Republic of Turkey, it has been a determinant in ensuring stability in international relations throughout the 20th century property.
With the end of the Cold War period, the region is again drawn into different struggles of influence. At the beginning of the last century discovering the international richness of the region and especially the desire of transfer energy sources of Central Asian Turkish states through the Black Sea basin, the Black Sea and therefore puts Turkey at the center of this strategic mature.
With its first issue published in the autumn of 2006, the Journal of Black Sea Studies (KİD) has reached a significant collection of the Black Sea basin with 27 issues published to date, leaving thirteen years behind. The journal that includes studies in history-based sociology, anthropology, economy, diplomacy, etc. on the country or region in the Black Sea basin, has reached the level to create a serious database in this field with the scientific articles produced by both our country and foreign scientists about the region and contributed to the filling of the gap in the field.
The Journal of the Black Sea Studies, published twice a year, Fall and Spring, to contribute to the academic world by Serander Publishing House that established in Trabzon in 1999 and signed more than a hundred scientific works about the Black Sea region, has become a sought, watched and referenced publication in the scientific community by carrying all the criteria that should be included in a scientific journal. It has long been an academic periodical published by TÜBİTAK ULAKBİM and some national and international indexes.
The Journal of Black Sea Studies is a peer-reviewed academic journal and has been published twice a year, both in spring and fall, since 2006, both in print and electronically.
The Journal of the Black Sea Studies includes articles in Turkish and English on the Black Sea basin (countries on the Black Sea coast) in the fields of history, literature, linguistics, architecture, art history, archaeology and sociology.
PRINCIPLES OF SPELLING AND PUBLICATION OF THE JOURNAL
1-The language of the journal is Turkish. However, articles submitted by non-native Turkish researchers may be published in English and not exceeding two articles in each issue. At the beginning of each article, Turkish abstract and English abstract and Turkish and English keywords are given. Abstracts should be between 100 and 150 words and keywords should be up to 8 words.
2- The Journal of Black Sea Studies is published twice a year, in the Spring (May) and Fall (November) periods.
3- In the journal; scientific articles, translations and book reviews will be published. Articles must be original, unpublished, in accordance with academic standards. Articles must comply with national and international codes of ethics (research and publication ethics). The articles to be published will be supervised by the plagiarism program and those not deemed appropriate will not be published. The number of pages should not exceed 25 except for special cases.
4-The journal is a peer-reviewed publication. Submitted articles are first examined by the Editorial Board in terms of subject, presentation style and technique. Those which are found suitable for publication are sent to two referees who are experts in the subject. It is published if the referee reports are positive. If one of the reports is positive and the other is negative, the article is sent to a third referee and its decision is taken. If the referees request some of the issues to be corrected in their reports, the articles are sent back to the author to make the corrections. If the author does not agree with the referee's decisions, he / she should explain the reason.
5-It is recommended to follow the spelling rules of the Turkish Language Institution (TDK). However, the authors are responsible for the spelling rules.
6-Articles should be sent with two copies and floppy disks.
7-Articles must be written in MS Word on IBM or Macintosh-compatible computers, Times or Times New Roman font for normal text and Times-based font for transcription. The font used for transcription must be attached to the floppy disk. The text should be 11 punto and the footnote should be 9 punto.
8-Method to be followed in footnotes:
In books: Author Name Surname, Book Name, Place and year of publication, page.

Quotation from newspapers: The name of the newspaper, number (no), date, (if it is Hijri or Rumi date, should be given in parenthesis in the Gregorian date). Hijri and Rumi month names should be written adjacent.
Example: İstikbal, No: 356, 15 Kânunusani 1327 (28 January 1912).
The full reference of the work referred to in the footnotes should be given in the first place, in the following places in the form of ibid/ibidem. if the article is cited, it should be abbreviated as ibid.
There should be a “Bibliography” section at the end of the article. Here, the surname of the author (in capital letters), name, book name, name of the translator or author, if any, volume, publisher, date of publication, place of publication should be given. Articles should also include page ranges.

In the use of archive materials, archive names should be italicized and document classification should be written with normal characters.

9-All responsibility of the articles belongs to the authors.
10-Authors should include their full names, academic titles and the names of the institutions they work for. They must also provide their permanent address, telephone number, document pass number and e-mail address, if any, in order to communicate with them.
11-Two printed journals are given to those whose articles, translations or critics are published.
12-Unpublished articles are not returned.

3-Ethical Responsibilities of Authors
Authors submitting articles to the Journal of Black Sea Studies are expected to comply with the following ethical responsibilities:
The publication processes used in the Journal of Black Sea Studies constitute the basis for the development and dissemination of information in an impartial and respectable manner. The processes applied in this direction are directly reflected in the quality of the work of the authors and the institutions supporting the authors. Refereed studies are the studies that embody and support the scientific method. At this point, it is important that all stakeholders of the process (authors, readers and researchers, publishers, referees and editors) comply with ethical standards. All stakeholders are expected to have the following ethical responsibilities within the scope of the publication ethics of the Journal of Black Sea Studies.
-Authors must submit original works. Authors are obliged to cite and/or cite completely and accurately if they use other studies.
-The persons who do not contribute intellectually to the content of the study should not be mentioned as authors.
-The situations and relationships of any work submitted for publication that may constitute a conflict of interest should be explained.
-Raw data about articles within the framework of the evaluation process can be requested from authors, in which case the authors have to submit the expected data and information to the editorial board and the scientific committee.
-The authors must have the right to use the data used, the necessary permissions for the research/analysis, or the document showing that the consent of the test subjects.
-Writers; they are obliged to cooperate with the editor in informing, correcting or withdrawing the journal editor or publisher if he/she discovers a mistake or error related to his/her published in stage of early appearance or evaluation.
-Authors cannot keep their work in the application process of more than one journal at the same time. Each application may be initiated following the completion of the previous application. Work/s previously published in another journal cannot be sent to the Journal of Black Sea Studies.
-Changing the author responsibilities of a study that has started the evaluation process (such as adding author, changing the order of author, removing the author) cannot be offered.
4-Ethical Duties and Responsibilities of Editors
The editors and field editors of the Journal of Black Sea Studies must have the following ethical duties and responsibilities on the basis of "COPE Code of Conduct and Best Practice Guidelines for Journal Editors" and "COPE Best Practice Guidelines for Journal Editors" published by the Committee on Publication Ethics (COPE):
4-1-General duties and responsibilities
The editors are responsible for every publication published in the Journal of Black Sea Studies. In this respect, editors have the following roles and obligations:
Making efforts to meet the information needs of readers and authors,
Ensuring the continuous development of the journal,
Conducting processes to improve the quality of the studies published in the journal,
Supporting freedom of thought,
Ensuring academic integrity,
Continuing business processes without compromising intellectual property rights and ethical standards,
Demonstrate clarity and transparency in terms of publication in matters requiring correction, clarification.
4-2-Relations with readers
Editors should make decisions based on the knowledge, skills and experience expectations of all readers, researchers and practitioners. The published works should contribute to the reader, researcher, practitioner and scientific literature and be original. In addition, the editors are obliged to take into account the feedback from readers, researchers and practitioners and provide explanatory and informative feedback.
4-3-Relations with authors
The duties and responsibilities of the editors towards the authors are as follows:
Editors should make a positive or negative decision based on the importance, original value, validity, clarity of expression, the aims and objectives of the journal.
The studies that are suitable for the scope of publication should be taken to the pre-evaluation stage unless there is a serious problem.
Editors should not ignore the positive referee recommendations unless there is a serious problem with the work.
"Blind Review and Evaluation Process" must be published and editors should prevent deviations from the defined processes.
Authors should be provided with explanatory and informative notification and return.

4-4-Relations with referees
The duties and responsibilities of editors towards referees are as follows:
Referees should be determined in accordance with the subject of the study.
The editors are obliged to provide the information and guide that referee’s need during the evaluation process.
The editors must observe whether there is a conflict of interest between authors and referees.
In the context of blind review, the referees' identity information must be kept confidential.
Editors should encourage referees to consider working in an objective, scientific and objective language.
They should establish policies and practices to improve the performance of the referees.
They should take the necessary steps to update the pool dynamically of referees.
They should prevent unkind and unscientific evaluations.
They should take steps to make the referees’ pool a wide range.
4-5-Relations with Editorial Board
Editors should ensure that all editorial board members advance processes in accordance with editorial policies and guidelines. The editorial board should inform its members about the publication policies and keep them informed of developments.

They should ensure that the editorial board members evaluate the work impartially and independently.
They identify new editorial board members who may contribute and qualify.
They should submit the studies of the editorial board members in accordance with their field of expertise for evaluation.
They should interact regularly with the editorial board.
They should periodically meet with the editorial board for the development of publication policies and the journal.
4-6-Relations with the magazine owner and publisher
The relationship between the editors and the publisher is based on the principle of editorial independence. In accordance with the written agreement between the editors and the publisher, all decisions of the editors are independent from the publisher and the journal owner.
4-7-Editorial and blind review processes
Editors are obliged to implement the "Blind Review and Evaluation Process" policies in the journal publication policies. In this context, the editors ensure the fair, impartial and timely evaluation of each work.
4-8-Quality assurance
The editors are responsible for the publication of each article published in the Journal of Black Sea Studies in accordance with the journal's publishing policies and international standards.
4-9-Protection of personal data
The editors are obliged to ensure the protection of personal data regarding the subjects or visuals involved in the studies being evaluated. Unless the express consent of the individuals used in the studies is documented, they are responsible for rejecting the study. In addition, editors are responsible for protecting the individual data of authors, referees and readers.
4-10-Ethics committee, human and animal rights
The editors are obliged to ensure the protection of human and animal rights in the studies evaluated. Editors are responsible for rejecting the study in the absence of ethics committee approval of the subjects used in the studies for experimental research.
4-11-Measure against possible abuse and misuse of duty
Editors are obliged to take action against possible abuse and misuse. In addition to conducting a rigorous and objective investigation into the identification and evaluation of complaints, they are responsible for sharing the findings.
4-12-To ensure the integrity of academic publications
Editors should ensure that the judgments in the work, including errors, inconsistencies or misleading, are quickly corrected.
4-13-Protection of intellectual property rights
Editors are obliged to protect the intellectual property rights of all published articles and to defend the rights of journal and authors in case of possible violations. In addition, editors are obliged to take the necessary measures to ensure that the content of all published articles does not infringe the intellectual property rights of other publications.
4-14-Constructiveness and openness to discussion
Editors should take into account the persuasive criticism of the works published in the journal and should take a constructive attitude towards these criticisms.
The authors of the criticized studies should have the right to reply.
The editors should not ignore or exclude studies with negative results.
4-15-Complaints
The editors are obliged to examine the complaints from the authors, referees or readers carefully and to respond in an enlightening and explanatory manner.
4-16-Political and commercial concerns
The owner, publisher and any other political and commercial elements do not affect the independent decision-making of the editors.
4-17-Conflicts of interest
The editors ensure that the publication process of the work is completed in an independent and impartial manner, taking into account conflicts of interest between authors, reviewers and other editors.
5-Ethical Responsibilities of Referees
The evaluation of all studies with "Blinding Review" directly affects the quality of the publication. This process provides confidence through objective and independent evaluation of the publication. The evaluation process of the Journal of Black Sea Studies is carried out on the principle of double-blinded review. The referees cannot contact the authors directly. Reviews and comments are communicated through the journal management system. In this process, referee comments on evaluation forms and full texts are forwarded to the authors through the editor. In this context, the referees are expected to have the following ethical responsibilities for the Journal of Black Sea Studies:
They should accept only work related to the field of expertise for the evaluation.
They should evaluate impartially and confidentially.
If referees think that they is facing a conflict of interest during the evaluation process, they should refuse to review the study and inform the journal editor.
As a principle of confidentiality, they should destroy the studies they have reviewed after the evaluation process. They can only use the final versions of the studies after they are published.
The evaluation should be carried out objectively only in relation to the content of the study. The referees should not allow nationality, gender, religious beliefs, political beliefs and commercial concerns to influence assessment.
The review should be constructive and gentle. The referees do not make humiliating personal comments that include hostility, slander and insult.
They should perform the work they accept to evaluate in a timely manner and with the above ethical responsibilities.
6-Publisher's Ethical Responsibilities
The Editors and Editorial Board of the Journal of Black Sea Studies are aware of the following ethical responsibilities:
The editors are responsible for all the processes submitted to the Black Sea Review Journal. In this context, it is the editors who make decisions regardless of economic or political gains.
They undertake the creation of an independent editor's decision.
They protects the property and copyright of each article published in the Journal of the Black Sea Studies and undertakes to keep the records of each published copy..
They have the responsibility of taking all kinds of scientific misconduct, citation and plagiarism-related measures for editors.
